December 30, 2009

BACC Meeting on December 16th, 2009:

Present: Dawn, Bruce, Kate, Ellen

Meeting opened by Dawn at 4:35 PM

Minutes accepted from November 9th meeting.

Kate – Director:

Farmers market grant paperwork sent in; Harvest celebration took place November 14th, 2009, 10:00 – 2:00 PM;

Bradford Bog people played their music, celebration helped promote safe routes to school, sidewalks to school took place same time, plan to have it again in Spring with library book marks.

KAP lease will be under review at the end of December;

Building safety – there is a concern about shoveling;

Yoga is up to date;

BACC is an emergency shelter;

Generator maintenance will be performed by Jordan Milton;

Friends of the BACC annual fundraiser was a great success.

Ellen – Health:

Phase III of H1N1 clinics are now being set up;

January – Sunapee VNA expanding services into the Lebanon/Enfield areas;

Foot and Blood Pressure clinics doing well.

Karen – KAP:

Breakfast with Santa went well – John Bruss made a great Santa!

New Business:

Request made to move January, February, March meetings from 4:30 to 5:00 PM;

Next meeting January 13th at 5:00 PM.

DIRECTOR’S REPORTS
December 9, 2009 (cancelled due to weather – rescheduled to Wed Dec 16th at 430)

Heartfelt Condolences to the Family of Mary Ann Wright.
We will miss her lovely personality and presence at the BACC.

Farmers Market
Harvest Celebration Market took place on November 14 from 10-2 pm. The shopper turn out was good considering the weather.
The Bradford Bog People duo volunteered their old-time music for shoppers.
The Harvest Celebration helped promote the Safe Routes to School event which took place at the same time.

Sidewalks to School
The outdoor scavenger hunt event took place on Nov 14 at the BACC. A few adventurous children and their parents showed up for the hunt , prizes and musical entertainment provided by special guest “Doc” Alan Rogers. Doc played guitar songs that highlighted good nutritional practices and rewarded healthy snacks to the soggy youngsters. The consensus was that the event be held again in better weather.
Budget
Being reviewed by Selectmen.

Leases
The KAP lease renegotiation date is the end of December. The Selectmen have been notified of this.

Building Safety
Concerns about the building not being able to be opened if it is not shoveled out in time.

Alarm inspection
The alarm system was inspected. The cost of an elevator lift button is $195
An estimate on the ansul tie-in is expected from ESP soon.

Nature’s Circle Summer Day Camp
Looking for appropriate grants to help fund program
Voice Over program
Was cancelled – almost but not enough participation. The class has been rescheduled to March.

Artist Program
Sandy Wadlington has agreed to move forward with a woodblock demo and show. Homosote panel will need to be purchased, hung, and painted before anything else can happen. Is there someone who can commit to this project ?
Will Friends of the BACC be able to purchase the materials for this ?

Yoga
Fran Vanais brought in her November payment to the BACC. She will bring in her December payment this week. Fran remains up to date with 2009 charges.

BACC as Emergency Shelter
Info has been posted on town website.
Generator Maintenance
It was suggested Mark Watson be called. A message was left for him asking him to call Mr. Stewart concerning a maintenance agreement for the Community Center generator. There has been no response at this time.
The generator should be serviced soon and I recommend that Jordan / Milton would be a good fit for the BACC. The Selectmen will have to sign off on the contract as well.

The Selectmen have mentioned the possibility of the Highway Department taking over the maintenance of French’s Park. I suggested we meet and have discussion about that.

Archery Program
Session three is over. There were 11 kids in the program. Archery will stop for the winter.
Thank you to support from Chris and Todd St Cyr for lending us an area which will allow the kids to continue. The community center in Henniker has agreed to let the young archers continue the sport there through the rest of the season. Bradford will start up again outside in the spring.
Budget items
Decision on equipment to be purchased. – No purchase this year due to budget.

Conservation Commission Minutes 12.15.09

Bradford Conservation Commission Meeting Notes

Date: December 15, 2009

Present:  Meg Fearnley, Carol Meise, J.A. Eldridge, Nathanial Bruss

Secretary’s minutes from November 17 meeting read and accepted.

Treasurer’s report: Bank statements not available yet. Meg to inquire as to when BCC budget is to be reviewed.

A follow up meeting with Selectmen was attended by Nathanial Bruss, JA Eldridge, and Beth McGuinn of the Ausbon Sargent Land Protection Trust. Senate bill 381 was furthered explained and responsibilities of easement holders delineated. Warrant article presented by the state legislature was presented for consideration by the Selectboard.

January 26, BCC to meet with Planning Board, review of draft NRI (Natural Resource Inventory) maps.

Article to Bridge explaining what a conservation easement is. Draft reviewed. An explanation of SB 381 will also be written. For next month: review of existing easements in town and why individuals decided to pursue them.

Natural Resource Inventory:  documents from the following towns that have recently created or updated their Inventories will be reviewed: Gilmanton, Henniker, Washington, Newbury.  All maps will be minutely reviewed for any changes.  Suggested changes to the ‘unfragmented lands’ map = include adjacent Pillsbury/Sunapee Highlands project, correction of lot lines for New Forestry easement.

A strategy for conserving some of the remaining large blocks of land to retain a vibrant forestry/agricultural/recreational industry in town. Plan to  prioritize conservation areas in town based on information gathered to date on unfragmented landscape, rare species, water resources, etc. Potential properties will be identified and landowners consulted along with Ausbon Sargent Land Preservation Trust. Suggestions for a mailing were made. To be furthered in subcommittee.

DECEMBER 1, 2009

The Pledge of Allegiance was said.

Call to Order and Roll Call:

Charles Meany, Chair called the meeting to order at 5:30pm with Jack Meaney, Peter Fenton, Cheryl Behr, Administrator, Marilyn Gordon, Treasurer and Marge Cilley, Secretary present.

Kate Dobrowski – Community Center Budget reviews:

Kate Dobrowski presented a paper to the Selectmen replying to budget questions as outlined by Cheryl Behr, Administrator, which include:

1. List of events            2. Revolving Fund         3. French’s Park Improvements

4. New Equipment        5. Training                    6. Nature’s Camp

There was some discussion regarding the previously discussed skating rink and before actually doing this, it needs to be brought before the Selectmen.

Conversation ensued between the Selectmen and Kate Dobrowski and the Selectmen will look this information over and come to some decisions.

James Valiquet, Chief of Police – Budget reviews:

James Valiquet, Chief of Police came before the Selectmen and requested hiring a part time police officer, Chris Buker from Hillsboro who is part time certified and is attending NEC.

Motion was made by Peter Fenton to hire Chris Buker as a part time Police Officer. Seconded by Jack Meaney. Motion carried 3-0.

Chris Buker will start work as soon as uniforms are available per Chief Valiquet.

Police Chief Valiquet is requesting a copy machine for the office. He quoted a range in prices for copiers from $3800.00 to $6600.00. This is a necessity as well as convenience. Leasing figures ranged from $130.00 to $165.00 per month. A three year contract would have to be signed. It will be checked into how much the cost would be if a contract needed to be broken. The Police Department currently has 5 portable and two mobile radios, and will be requiring one additional if another vehicle is purchased. Another concern of Chief Valiquet is to clean up the police office by putting in portable wall partitions, obtaining serviceable furniture, installing a service window and an interview and small break room. The contents of the present storage room could be moved to a section of the old highway garage, and this will be coordinated with Jeff Remillard, Road Agent. It was stated that all the requests need to be in writing.

Jim Rowley, Maple view Drive with Building Inspector issues:

Jim Rowley came before the Selectmen with issues with things that were not done and/or overlooked by the Building Inspector, on his home built by Mark Brunnel, Builder. Charles Meany recused himself. Mr. Rowley stated that the building code was not held up. Mr. Rowley advised he has nearly $100,000 in damages. The concrete is busted up. Mr. Rowley advised he has talked with Mr. Schulz, Deputy Fire Marshall who indicated they hold the building codes for the State of New Hampshire and dictate who, how, where, when. Mr. Schulz indicated they go by the IBC (International Building Code) 2006. Mr. Rowley advised the Bradford Building Inspector thought they were going by the 2003 Building Codes. It was pointed out that the IBC quoted was for commercial building. What a homeowner would be covered under is the International Residential Code. Mr. Rowley questioned what can be done to correct this. He stated he has already put $16,000 in repairs into the house. A certificate of occupancy was issued prior to the building being complete per Mr. Rowley. Mr. Rowley also advised that Contoocook Well Company will not fill out the well completion report as they never inspected the well. He will get copies of these letters for the Selectmen. Also, the design for his septic system that is on file is for a neighbor’s house up the street, he does not have a copy of his own septic system. The Selectmen advised they will look into this and get back to him by their next scheduled meeting, December 15th or hopefully sooner.

Conservation Committee:

Ann Eldridge, Conservation Commission and Beth McGuinn, Ausborn Sargent Land Trust, regarding Conservation Easement and two Warrant Articles. It was advised the LCHIP Grant hearing will be in January then the following Warrant Article will be submitted:

Shall the Town vote to adopt the provisions of RSA36-A:4-a, I(b) to authorize the conservation commission to expend funds for contributions to “qualified organizations: for the purchase of property interests, or facilitating transactions related thereto, where the property interest is to be held by the qualified organization and the town will retain no interest in the property? It was explained that the land restrictions is in a 25 page document. It was stated that the land owner, Mr.& Mrs. Erickson requested there be no public access on the actual farm land as long as it isomg farmed.

Jack Meaney questioned what would happen if the farm is sold. In reply, he was advised that the Easement would allow that land to remain open for farming into the future. The landowner remains the manager of the land. Beth McGuinn advised that if the Ausborn Sargent Land Trust went out of business, then the Secretary of State office would come to the town to hold the easement in their absence. Beth also advised that RSA 36A could be adopted at town meeting, which would say the town can make donations to Conservation Projects but it does not have to hold interest in the easement itself, which would get the town off the hook of being executory interest holder. Charles Meany, Chair questioned who is legally liable for what happens on the land, to which the response was, the land owner. The Conservation Commission is prepared to put in the Warrant Article at Town Meeting.

Mark Goldberg, Fire Chief came before the Selectmen regarding the Rescue Budget

Jeff Remillard, Road Agent:

Jeff Remillard, came before the Selectmen and discussed the old highway policy with current revisions from the last update which was in 1978. The sidewalks have not been plowed for many years; however the Supreme Court states they now must be done. Jeff advised there are now some new truck tires on the market that do not require chains and are supposedly very aggressive on ice. The Selectmen signed the new policy.

Motion was made by Jack Meaney to accept the SOP (Standard Operating Procedures) for winter maintenance, snow plowing, and ice control in the Town of Bradford. Peter Fenton seconded the motion. Motion carried 3-0.

A skid steer verses a trackless sidewalk plow was discussed at a cost of about $28,000. This equipment could clean hydrants, used at the dump, and road side mowing as well as snow removal at the Community Center and Town Hall area. This equipment could be used by the existing road crew. Jeff Remillard, Road Agent will assist in putting the Christmas wreaths up along Main Street tomorrow.

Dan Peret, Highway Dept. employee came before the Selectmen and requested if the Selectmen are going to talk to the crew, they should talk to all of them together to prevent dissention, the crew all work as a team. Dan also advised he will be retiring in nine Mondays after working for the town since 1995. The Selectmen thanked Dan for coming in.

Accounts Payable were reviewed and signed.

The electrical work for the decorations has been complete.

Grants were discussed and explained the amount of work that goes into applying.

Budgets were reviewed.

Deposit Pool transfer authorization signed.

The Selectmen have scheduled meeting on Dec. 15, 2009 and December 29, 2009.

Charles Meany, Chair will be unable to meet on the first Tue. of each month at the usual time, and would like to meet on a Monday for that meeting. The decision for meeting time is for the Selectmen’s meetings to be changed to 5:00pm on the first Tue. of each month beginning January 5, 2010.

Cheryl Behr, Administrator requested the December 15, 2009 as a Public Hearing to accept all anticipated revenues received during the year.

Health plan discussion took place.

Marlene Freyler questioned the BSNYS method of requesting money at Town Meeting, and would like them to present why they need these funds.

The paperwork for the Generator Grant was discussed.

Cheryl Behr will check out putting a street light back on the street in front of the Community Center.

The December 15th meeting is scheduled to start at 5:00pm for Non-Public session.

Motion was made to go into Non Public Session per RSA 91A311. Motion seconded and carried at 7:55pm.

Police Department News 12.14.09

December 14, 2009

The department would like to wish everyone a Merry Christmas and Happy New Year. November was a busy month. We have recently started to fill the part time slots we lost over this past year. Craig Norton has started the field training program and will be attending the Part Time Academy in February, 2010. A number of other candidates are also being considered to file the remaining slots. We have been short on man power and have filled hours on a need basis along with trying support a regular schedule.

A criminal trespass and mischief case has been referred to the County Attorney’s Office for presentation to the grand jury. We also have a number of other cases currently waiting Grand Jury consideration. There were a number of thefts that stand out during the month. A number of chain saws were stolen from parked trucks on Rt. 114 and new replacement windows were taken from a property on East Main Street. Anyone with information is asked to call the department at 938-2522.

We have added a Facebook account for the department. It is under the “Town of Bradford Police Department“. We have tried to keep it posted with recent events of interest.

Again we wish everyone a very happy holiday season and good health into the new year.

Planning Board Minutes 12.08.09

Call to Order and Roll Call:

Phil LaMoreaux, Chair called the meeting to order with Barry Wheeler, Sonny Harris, Jack Meaney, Selectmen Representative, Marcia Keller, Bill Glennie present. Absent were Jim Bibbo, Alternate and Barbara Vannata.

Jack Meaney, Selectmen’s Representative advised he had spoken with Jane Johnsen, who advised him she is no longer an Alternate to the Planning Board.

Review and consideration of the November 10, 2009 minutes:

Motion was made by Barry Wheeler to approve the November 10, 2009 minutes. Seconded by Jack Meaney, Selectmen’s Representative. Sonny Harris abstained, Phil LaMoreaux abstained. Motion to approve the minutes as written carried. 4-0.

To Do Folder:

Discussion of letters concerning Carolyn Demers, Mosiac Artiques.

Mention was made of letters sent to: Corsair Realty, and Daniel Kraft.

Deed descriptions for Battles/Erickson have been received and the Mylar will be recorded at MCRD.

Revision from Jessica Selby will be forthcoming, regarding the front door and fence.

Marcia Keller advised she had received a telephone call from a person interested in purchasing the former Stan Brown business office on Main Street regarding putting up a residential garage. Marcia advised him that would be acceptable as long as he could meet the set backs, and if he ever uses it for commercial purposes, he would be required to submit a Site Plan. Phil LaMoreaux, Chair advised he had been in a conversation with Laura Hallahan, Broker, regarding the same property. Their first question was that the new owner would like to put up a garage and operate a business. Phil LaMoreaux, Chair advised that if they are going to operate a business which was beyond what is allowed in a Home Business Section, then they would have to file a Site Plan. Laura Hallahan called Phil LaMoreaux, Chair on Dec. 7, 2009 advising they did meet with the Building Inspector on site, measured, and verified they did meet set backs if they did want to put a garage up, and was also told by the Building Inspector they would have to file a Site Plan regardless.

Workforce Housing:

Phil LaMoreaux, Chair advised he did forward everything to Laura Spector, Town Attorney and has heard back that she does want to talk but was not available today. Discussion ensued regarding a Public Hearing date. The work meeting could be scheduled on December 29, 2009 from the usual meeting Dec. 22 meeting.

Marcia Keller mentioned two things that were needing to be accomplished.

1. To look for wording of the language for the ballot article, so that in the event the voters do not approve it, what is already in there stays.

2. The Pfeifle’s subdivision, according to Trudy who was told by the assessor, the lots are not numbered properly and should be renumbered and refiled. Marcia Keller advised that the Planning Board does not number the lots, the assessor does, and she feels it would be the property owner’s responsibility to take care of this.

NFI was discussed regarding security measures and vandalism, and what role the Planning Board has, and the question arose could it require a Site Plan review?

Workforce Housing Subcommittee will be working on Thursday evening at Marcia’s home.

Motion was made, seconded and carried to adjourn.
