Board of Selectmen Meeting Minutes

June 13, 2016

Pledge of Allegiance

Meeting called to order at 5:30pm

Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Jim Bibbo, Selectman

Karen Hambleton, Town Administrator; Marilyn Gordon, Treasurer were in attendance

Appearances

  1. Jerry Martin- Jerry is going to file an intent to cut for his property on Tim Hill and the logger is concerned about driving on Tim Hill Road. Jerry was given permission by the Selectmen to use the road for removal of forest products.

Regular Business

  1. Move to Town: Working on getting the measurements for the bullet proof material that will be installed in the walls of the offices. The meeting room is ready, with the exception of cleaning. The mechanical room needs to be completed and the ADA ramp needs to be installed before meetings can be held in the Town Hall. The current ADA door meets the requirements thus does not need to be modified, it just needs to have the automatic opener installed. John Pfeifle will meet Bob Lincoln and others at the Town Hall at 9:00am to review what remains to be done.
  2. Cash Flow update: The Breezy Hill Bridge should be completed mid-July/August at which point the Town will receive its final reimbursement from the State Bridge Program. The Town received approximately $271,000.00 in revenue last week and spent approximately $79,000.00. Our cash flow is improving. Tax bills are due July 1, 2016.
  3. Road work Schedule: PIKE will be here around June 20, 2016 to work on Center Road. They will pave Center Road from Battles Farm to Bradford Center, then move out West Road. The Chip Sealing is expected to take place in late July – still waiting confirmation on that.
  4. Cell Tower options: Jim Bibbo informed the Board that Central NH Regional Planning is putting in a grant for a cell tower in Bradford but this will not be until next year. The Board wants to move faster, and has sent a letter to the individual that owns the land that the current cell tower is on. The Board will wait to get a response from the individual and if there is not a response by next week Karen will send a follow up letter. Jim will also follow up with the tower manufacturers and get prices and report back to the Board.
  5. Report on Road Workshop: Jim and Sonny attended a cursory workshop on Roads last week. There will be a more in-depth conference on the governance, regulation, maintenance and liability issues related to public roads on July 13, 2016 and the Board feels that Barry Wheeler should attend this conference.
  6. Future Bridge Replacement: Jim Bibbo would like to look into pre-engineered bridges.
  7. State and Highway Funds: These funds belong in the Highway Budget and not in the General Fund.
  8. TAP Grant-Sidewalks: Jim will work on writing the letter to TAP for the grant and will ask Claire James from the Planning Board if she would be willing to assist, as they worked together on this grant last year.
  9. Bement Bridge: The difference between the Town’s IGE (independent government estimate) and Hoyle and Tanner’s estimate is approximately $11,000. John and Karen will review with Hoyle and Tanner.
  10. Complaint follow up-Map3.Lot89: The complaint is still being researched. There is going to be a Public Hearing on June 14, 2016 and Sonny Harris will be at the Public Hearing to represent the Select Board.
  11. Wilcox update: Court was last Thursday; the judge seemed favorable but would not rule until the Town of Bradford gathers more information. The Town wants to hold Wilcox to the original site plan that was presented to the Planning Board.

Accounts Payable and Payroll Manifest reviewed and signed.

Minutes of June 6, 2016 meeting were reviewed and accepted with no change. Voted 3-0.

The next Selectmen’s meeting will be held on Monday, June 20, 2016.
