CAPITAL IMPROVEMENT COMITTEE MINUTES 04.14.15

 

Meeting called to order by Marcia Keller, Chair, at 7:00pm

CIP Committee Membership

Committee members established as follows:

Jim Bibbo, School Budget Committee, Planning Board; Don Jackson, Budget Committee; Claire James, Planning Board; Marcia Keller, Planning Board

Looking for committee representatives from the Board of Selectmen, Highway Dept and Police Dept.

Marcia Keller nominated as CIP Chair. Motion passed 3-0.

Discuss & Vote for Approval of Criteria for 2016-2021 Capital Expenditures

2015-2020 CIP Criteria discussed. Criteria as follows:

  1. Must have a gross cost of at least $10,000;
  2. Must have a useful like of at least 3 years;
  3. Is not typically included in the operating budget;
  4. Is any project or purchase requiring bond financing or lease-purchase.

Motion made to accept the Criteria for Capital Expenditures. Vote passed 4-0.

Review & Finalize Draft Dept Memorandum for Applications

Changes from 2014 Memorandum include dates and contact information. Discussed application submittal process for items submitted last year.

Review & Finalize Draft Project Applications 2016-2021

Discussed data transfer capabilities for applications submitted last year. Revised applications are required by departments who have projects they would like to remain in the CIP. Target application distribution deadline is April 24, 2015.

Develop List of Project Application Recipients

Updated information needed for Chair/Dept Head tracking document re: Brown Memorial Library Trustee and THRC. All Dept Heads need to sign off on any projects submitted for this year. All Dept Heads must also sign off if they have nothing in CIP queue for this year.

Distribute Application Packets to Dept Head/Board Chairs

Secretary will distribute applications to Departments with Memorandum by April 24, 2015 with application deadline of May 13, 2015. All applications will be sent electronically to Stephanie Alexander no later than May 20, 2015.

Schedule Meetings for CIP Process

Meetings/deadlines scheduled for the following dates:

Target application distribution date is April 24, 2015

Application return deadline May 13, 2015

Secretary follow-up on applications not submitted on May 15, 2015

Meeting 2: Interviews: Wednesday, May 27, 2015 at 6:00pm

Meeting 3: Interviews: Wednesday, June 10, 2015 (with overflow date of June 24, 2015) at 6:00pm

Meeting 4: Wednesday, July 15, 2015 at 6:00pm

Meeting 5: Wednesday, August 12, 2015 at 6:00pm

Meeting 6: Wednesday, September 9, 2015 at 6:00pm

Planning Board Review of CIP: Tuesday, September 22, 2015 at 7:00pm

Tentative Planning Board Public Hearing for CIP: Tuesday, October 27, 2015 at 7:00pm

Identify Completed Items from 2015-2020 Municipal Improvements Schedule

The following items were removed from 2015-2020 Municipal Improvement Schedule:

Highway Dept: Sand Screen & Grader

Fire Dept: Tanker

Cost per year amounts discussed and changed for the following Grants/Bond Payments/Capital Reserve Funds (CRF): Improvement of West Main St, Town Hall Restoration Bond, Main St Improvement CRF, Bridge Design CRF
