Board of Selectmen Meeting

March 2, 2015

Pledge of Allegiance

Meeting called to order at 5:30pm

Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Harry Wright, Selectman

Regular Business

  1. Town Office printer, an HP4050 purchased new in 1999 for $1200.00, is in working condition but has drum issues and has been replaced- will be advertised as for sale.
  2. Letter of response, requested by Mr. Gadourey of Blaisdell Lake Rd, was signed by Selectmen.
  3. Selectmen will need to return to Town Office later this week to sign TAN (Tax Anticipation Note).
  4. Harry Wright was nominated by Jim Bibbo of the Bradford Planning Board as Commissioner to CNHRPC. Motion to approve the nomination made. Motion passed 3-0.
  5. Original 1796 door latch of the Town Hall has been located. RHC is funding the purchase of the latch.
  6. Winter storm impact on Highway budget discussed. 80% of OT budget already used (compared to 75% last year at this time), $5,559 remains. Budget for winter salt/spring repair has $8400 remaining.
  7. Received authorization from the State to go ahead with advertising for the Breezy Hill Rd Bridge. Town Administrator advised that she is currently Local Public Agency Certified Labor Compliance Rep- if a project involves Federal money a rep must be on site, and her certification expires in April.
  8. Unpaid receivables for taxes are about $30,000 less than 2014.
  9. Letter received from Veronica Mackellow of Cheney Hill Rd regarding water run-off onto her property. The Road Agent will be consulted and Town Administrator will draft a letter of response.
  10. Complaint received regarding pot holes on Main St in front of Town Hall. These items were already on the Road Agent’s agenda and are scheduled for repair Wednesday March 3rd.
  11. Chairman advised of an important correction to the Town Report (Page 6, #6:a) “A new approach to equipment upkeep; replacing an 18 year old large plowing truck with (5) yr lease program…”
  12. Insurance settlement on Police Cruiser said there was a lien on the vehicle at time of purchase- there is not. Due to this oversight the original title is not held town is dealing with the state trying to get the title. New cruiser is ready to be outfitted and painted.
  13. Selectmen discussed the Town Hall presentation at Town Meeting. Selectmen are in search of old photos and documents of the Town Hall documenting the building in its original location or any photos of the building during its move. If anyone has pictures of anything to do with building/moving, or any other phases, of the Town Hall please contact the Town Administrator at Administrator@bradfordnh.org or 938-5900.
  14. Motion made to amend the February 23, 2015 minutes and the procedure regarding anonymous donations. “Any anonymous and tax deductible donations directed to the Town Hall Restoration project be made payable to the Rural Heritage Connection and forwarded to PO Box 296, Bradford, NH 03221.” This should be written on the current Pledge/Donation form. Motion passed 3-0.
  15. Question presented to the board regarding cost of the Breezy Hill Rd Bridge (quoted last week at $198,566.84). It was clarified that the cost refers to the bridge on Route 103 side. The Pond Bridge project repairs (on Route 114 side) raised $8,000 in 2014 and $8,000 in 2015.
  16. Candidates forum will be held Saturday March 7, 2015 at BACC, 10am-12pm.

Pending Issues

  1. Autocraft- forwarded to town attorney for action
  2. Failed septic system on Route 114
  3. Shed unlawfully built on Center Rd
  4. Questionable effluent N side of Old Warner Rd

Accounts Payable and Payroll Manifest reviewed and signed.

Minutes of February 23, 2015 meeting were reviewed and accepted as amended. Meeting adjourned at 6:00pm.
