Board of Selectmen Meeting Minutes

April 24, 2017

Pledge of Allegiance

Meeting called to order at 5:30pm

Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman (joined the meeting at 5:33); Jim Bibbo, Selectman; Karen Hambleton, Town Administrator; Marilyn Gordon, Treasurer were in attendance

Regular Business

  1. Autocraft: Mr. Wilcox extended a settlement offer to the Town through our attorney. The Board voted 3-0 not to accept the offer. There was discussion about taking the Autocraft property by tax deed. Given the active litigation, Karen was asked to discuss this with the attorney.
  2. Summer Selectmen’s Meeting schedule: A summer meeting schedule was presented to the Board. The Board suggested one change.
  3. Town Hall: The Town has accepted Lake Sunapee Bank’s proposal for a 20 year loan at 3.5%. Karen asked if the Selectmen wanted to begin making interest payments in January 2018 or July 2018. Principal payments will begin in July 2018 following a 12 month advancement period. Karen was asked to calculate the financial impact.
  4. Lights at 103/Main Street: Jim Bibbo relayed a suggestion from Bob Lincoln that the Town replace the stop light at 103 and Main Street with a blinking red/yellow light (like the one at 114 and Main Street). Karen will investigate this with the State.
  5. State Bridge Program: Karen indicated that the Town has an upcoming slot in the State Bridge program for the Water Street Bridge, however that bridge has already been addressed. She asked if the Select Board wanted to take advantage of the State funding slated for that project and ideas were discussed. Karen to do further research as to what the Town’s options might be.
  6. The Board signed a Tree Cookie permission request.
  7. Library Trustee Appointment: Gary Kalajian has resigned as a Trustee of the Library. The Board of Trustees has recommended that Ellen Barselle fill his seat. The Board agreed.

Pending issues:

  1. Timber Tax Calculation: The Board discussed the Timber process and agreed that the Town should handle the Timber Monitoring and Tax process itself. Vote in favor of this change was 3-0. Karen will write a letter to the current Timber Monitor thanking her for her service.
  2. Traffic Counting: Karen asked the Board’s input on where State traffic counts should be conducted this year. It was suggested to get the Road Agent’s input.

Accounts Payable and Payroll Manifest reviewed and signed.

Minutes of April 17, 2017 meeting were reviewed and accepted with no change.

The next Selectmen’s meeting will be held on Monday, April 24, 2017 at the Bradford Community Center.
