Board of Selectmen Meeting Minutes

June 19, 2017

Pledge of Allegiance

Meeting called to order at 5:30pm

Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Jim Bibbo, Selectman; Karen Hambleton, Town Administrator and Marilyn Gordon, Treasurer were in attendance

Appearances:

  1. BACC/Park & Rec- Community Center: Discussion took place about what will happen to the space the Preschool uses after it closes on June 30th. The Board would like it to remain a space in which early childhood education takes place. It was suggested they reach out to local child care facilities to see if they would be interested in using the space.
  2. The Dunnes: Did not appear.
  3. Town Hall Update: Kelly Gale, the architect who has been working on the Town Hall, has resigned. There have already been meetings with two new architects. Harry Wright indicated he would like to meet with one more, after which a recommendation will be brought to the Board. Once a new architect is hired, the priority will be complete whatever needs to be done to return the building to its foundation. Harry, in response to a rumor, mentioned that the Town is not being charged rental fees for the staging and beams that are currently holding up the Town Hall. Bob Lincoln asked the Board why a diesel pump was chosen for the sprinkler system. Harry could not remember the exact reasoning but will check his notes and get back to Bob.

Regular Business:

  1. Loader financing decision: Discussion took place on how best to pay for this purchase while keeping the tax rate unaffected until 2020. Motion to place on the 2018 Town Meeting Warrant an article that dissolves the 2015 Highway Expendable Trust Fund. The funds would be placed into general fund. The motion also stated that a double payment would be made in 2018 with regular annual payments commencing in 2020. Vote 3-0 in favor.
  2. Fourth of July Fundraising: The Town will accept donations for the fireworks until the day of the fireworks. Anyone interested in leading the fundraising effort should contact Karen at the Town Offices. Barry Wheeler is making the launch pad larger this year due to the larger number of fireworks that will be going off in honor SSG David Whitcher and all the other Bradford Veterans.
  3. Board signed Dog Warrant
  4. Board signed Intent to Cut Map2/Lot97
  5. Board signed Abatement Recommendation Map3/Lot74-A

Other Business:

  1. Autocraft: There is an evidentiary hearing scheduled for June 28th. It is hoped that the case can be wrapped up at the hearing.
  2. Perry Teele researched some deeds and clarified property lines on Oakdale Road.

Minutes of June 5, 2017 meeting were reviewed and accepted with 2 changes: Mike Grill should be Mike Gill; Tom Dunne’s name should be replaced with “The Dunnes”.

The next Selectmen’s meeting will be held on Monday, June 26th, 2017 at the Bradford Community Center.

Meeting adjourned to non-public session per RSA 91-A:3IIc  at 6:18pm. The Police Chief was included in this session.
