October 24, 2016  Minutes

Pledge of Allegiance

Meeting called to order at 5:30pm

Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Jim Bibbo, Selectman

Karen Hambleton, Town Administrator; Marilyn Gordon, Treasurer were in attendance

Appearances

Chet Mitchell: Chet and his wife brought the Selectmen up to date on the beaver dam located in the fire pond on Fairgrounds Road. Chet said last year the water level was kept at a reasonable level however this year the water is higher. Chet and his wife are very concerned that if the pond freezes at the current level, water will back up onto private property. Chet requested that the levels be brought back down to where they were last year. The Board will reach out to Barry to see what can be done. It was suggested that a beaver culvert (tube placed through the beaver dam) might be a mechanism by which the water flow could be redirected to better manage the pond’s level.

Regular Business

  1. Town Hall Update: The furnace is in the highway garage ready to be installed. The basement needs to be brought up to fire code before it can be installed. Karen informed the Board that they have currently spent $18,600 of the $30,000 allocated. This number does not include the installation of the new furnace. They are continuing to work on the basement, and will have more of update at the next meeting.
  2. Karen would like to lock in the electric pricing for next year at $0.07828 per kilowatt hour. The Board supported her. PSNH’s current rate is $0.1095/kWh.
  3. Goldberg/Starr Appeal Update: Fritz Giddings would like to meet with the Board before committing to do any appraisal work. Karen will send him the appeal documents and arrange a meeting.
  4. Junk Hauling- November 1st: The attorney suggested that photos of the Autocraft property be taken on November 1st. The Selectmen decided that based on those photos, they will decide how to proceed with the junk removal.
  5. Sign up for Election Day: Two Selectmen need to be present during the upcoming election. The Selectmen signed up for time slots for election coverage.
  6. Bible Hill road work update: Tom Dunne attended the meeting and requested he be notified if Carolyn Stiles requests to be put on future Select Board agendas and that all Board members be present should such a meeting take place.
  7. Cell Tower Update: Currently there is no update. There was much discussion, the result of which is that the Town will work to find another cell service provider. The owner of the current tower has a contract with Verizon. Verizon has indicated that it is not cost effective to bring service to that tower at this time. The Board went on record requesting that Town residents contact Verizon and let them know they want service on the existing tower.
  8. The Board extended its best wishes to Chief Goldberg for a fast and safe recovery from his heart procedure.

Accounts Payable and Payroll Manifest reviewed and signed.

Minutes of October 17, 2016 meeting were reviewed and accepted with no change.

The next Selectmen’s meeting will be held on Monday, November 7, 2016 at the Bradford Community Center.
