Board of Selectmen Meeting Minutes

November 16, 2015

Pledge of Allegiance

Meeting called to order at 5:30pm

Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Harry Wright, Selectman

 

Appearances

  1. Resident Ed Otto requested the repair of the incorrectly facing signs at Fairgrounds and West Meadow. Asked that the blocked culvert on Fairgrounds Rd be cleaned out by the Road Agent.

Regular Business

  1. RFQ’s received for Bement Bridge from Eckman Engineering, Hoyle Tanner & Assoc., HEB Engineering, Kleinfelder, Dubois & King. Selectmen will read the proposals and interview 3-5 bidders. Once a bid has been chosen price negotiations will begin. A decision on who to interview will be made at the next meeting.
  2. Employee contribution for insurance is increasing from 8% to 9%. Selectmen signed letter for employee distribution.
  3. Selectmen received letter requesting approval of Peter Blank to fill remained of Erica Gross’ term as Library Trustee. – Motion made to approve Peter Blank as Library Trustee, voted 3-0.
  4. Selectmen advised there is an opening on the Budget Committee that needs to be filled.
  5. A container that houses an oil tank behind Town Hall has filled with water and the oil company is concerned about what that will do to the tank when the water freezes.
  6. Town employee party will be held Thursday, December 17th at the yellow house on Old Warner Rd, time TBD.
  7. Letter from the Town Clerk to the NH DMV regarding change of town clerk signed by Selectmen.
  8. Marlene Freyler pointed out that there is no septic system in the building that houses Bauer Construction, and now Sweet Beet. Stated a change of use should have been filed now that Sweet Beet occupies part of the building. Town Administrator will inquire with the Planning Board.
  9. Department budgets reviewed. Still waiting on budgets from Parks and Rec, Library and Insurances.
  10. Harry Wright gave report on the Town Hall public forum held Saturday, November 14th at KRES. Meeting detailed finances and plans and encouraged open dialogue with public. Another session will be held in January 2016 at which point THRC will have bids in for most work and hard numbers.
  11. Town Attorney called and said the town will not have to go to trial or summary judgment as Wilcox did not appear at last court required meeting.
  12. Town Administrator will look into RSAs about road maintenance regarding Forest St.

Accounts Payable and Payroll Manifest reviewed and signed.

Minutes of November 9, 2015 meeting were reviewed and accepted without edit.
