Board of Selectmen Meeting Minutes

November 23, 2015

Pledge of Allegiance

Meeting called to order at 5:30pm

Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Harry Wright, Selectman

 Appearances

  1. Michael James, Trustee of the Trust Funds, present to discuss an investment plan for town trust funds that will allow endorsements¹ funds to pay for themselves long term, in an effort to reduce- and eventually remove- the burden on property tax payers by investing in conservative but dividend producing funds. Trustees would like to create an example in the Scholarship Trust Fund and the July 4th Trust Fund. They are moving forward with the scholarship fund plan and will request a transfer of funds from an obsolete trust to the July 4th trust through a warrant article in 2016.
  • Mr. James also requested information on property tax deferment for a commercial property for the duration of time that it will be under construction. Board does not think that is allowed however Town Administrator will investigate and provide info to Mr. James by email.

Regular Business

  1. Selectmen discussed proposals for Bement Bridge. Will interview Eckman Engineering, Kleinfelder and Hoyle, Tanner & Assoc. on December 7, 2015. Town Administrator will schedule interviews in 1/2 hr intervals.
  2. Employee deduction letters and letter defining OT hours for all employees distributed to board. Discussion had of defining OT hours. Will revisit in non-public session at later date.
  3. SFC letter for Town Hall sprinkler system signed by Selectmen.
  4. Lake Sunapee Region Chamber of Commerce want to encourage people to shop local on Saturday November 28th. Print out THIS flier and take it with you when you visit a local business on the 28th. Post photos of yourself or your customers holding the sign on Facebook and tag the Chamber and one lucky shopper will be chosen to win a $25 local loot gift card.
  5. Road Agent drilled holes in the bottom of oil tank containment structures that were retaining water. A new containment system will be put in place next year.
  6. Selectmen approved letters from two town employees.
  7. 2015 budgets and anticipated 2016 budgets reviewed.

Accounts Payable and Payroll Manifest reviewed and signed.

Minutes of November 16, 2015 meeting were reviewed and accepted without edit. Meeting adjourned at 6:50pm
