Board of Selectmen Meeting Minutes

December 5, 2016

Pledge of Allegiance

Meeting called to order at 5:30pm

Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Jim Bibbo, Selectman

Karen Hambleton, Town Administrator; Marilyn Gordon, Treasurer were in attendance

Appearances

Independence Day-Fireworks: Atlas Pyro Vision Entertainment Group discussed options for making our 2017 fireworks display larger and more impressive in honor of David Whitcher. It was recommended that more fireworks be presented within the same approximate time frame and perhaps to have a bigger finale. The 2017 Fireworks will be held on Saturday July 1st. Atlas offered to match up to $5,000.00 of additional funds we raise for the show. The Board thanked Atlas for their generous gesture.

Autocraft: There has been progress but the clean-up is far from being done. The Board needs a plan of action with specific dates of removal. By January 1st there will be a minimum of 15 cars removed, and additional 30 cars will be removed by February 1st. By March 1st, all vehicles will be removed from the property and Autocraft must be in compliance with the site plan. At the last count the Police Chief said there were 52 cars there. The Board reminded Mr. Wilcox that they reserve the right, as was stipulated in the Court Order, to enter the property at any time and clean up the property. The Chief also suggested that Mr. Wilcox attend a Planning Board meeting so that he knows what needs to be done to be in compliance with the site plan. Mr. Wilcox agreed to all conditions.

Fritz VonBeren: Mr. VonBeren expressed his concerns that the cemetery upkeep is not being done as per the contract. The Board indicated that they haven’t had any comments or concerns from the Cemetery Commission regarding the care and upkeep of the cemeteries. The Board will reach out to them to follow up.

Regular Business

  1. Town Hall Update: Sal Magistro will begin installing the furnace. We still need to get a fire rated door. Karen has one bid in hand and will look around to see if she can find another.
  2. Town Meeting 2017: The Board voted to hold Town Meeting on Wednesday March 15th, vote 3-0
  3. The Board accepted a donation for the Town Hall Restoration Trust Fund.
  4. Health Insurance: The plan the Select Board selected is actually less expensive than originally presented. Karen asked if they wanted to reconsider the percent the employee contributes based on that lower cost. It was asked how going from a 9% to a 10% employee contribution would affect employees’ paychecks. Karen will gather some figures and bring them to the Board for their review.
  5. Credit and Dept Budgets: The Police Department and Fire Department have both requested that monies refunded to them be credited to their operating budget lines. The Board agreed.
  6. Abatement Map 23/Lot 24: The Board would like to set up a meeting with the land owner, Karen will arrange this.
  7. Board signed Sanders Searches Contract

  9. Board signed deed Map 9/Lot 5-1
  10. Board signed Breezy Hill Bridge Requisition #10
  11. Jim Bibbo informed the Board that Officer Shaughnessy reached out to a local manufacturer on his own and as a result, new weapons were donated to the Police Department.
  12. Budgets: John reviewed each budget and went over how he still wants to continue pursuing joint efforts with surrounding towns to try and save the town money each year.

Accounts Payable and Payroll Manifest reviewed and signed.

Minutes of November 28, 2016 meeting were reviewed and accepted with no change.

The next Selectmen’s meeting will be held on Monday, December 12, 2016 at the Bradford Area Community Center.
