Pledge of Allegiance

Meeting called to order at 5:34 pm

Roll Call- John Pfeifle (joined the meeting at 5:38), Chairman; Sonny Harris, Selectman; Jim Bibbo, Selectman

Karen Hambleton, Town Administrator; Marilyn Gordon, Treasurer were in attendance

Appearances

Cemetery Commission: In response to the complaint made regarding cemetery maintenance at the last Select Board meeting, the Chair of the Cemetery Commission stated that they were pleased with the service being offered by the current person doing the maintenance. In general, the Select Board has heard positive things about the state of our cemeteries.

Donald Moss: Mr. Moss brought a complaint against his neighbor to the Select Board. Initially, there were a couple vehicles and other junk material in the neighbor’s yard. However since the paper complaint form was first filed, the neighbor has made progress removing the items. The Board will follow progress on the removal of the junk and make sure that the property is up to code.

Regular Business

  1. Town Hall Update: The furnace is in the basement and is waiting for installation. Ed Miller was in the building and believes the pipes may be frozen. Karen mentioned that the pipes were drained around Thanksgiving so they should be OK. The Board would really like to see the furnace up and running. Karen also informed the Board that she had a second bid for the furnace room door. Motion to move forward with lower bid as long as it meets the requirements, vote 3-0.
  2. Plowing Concern: The Town received a complaint that one of its plows had knocked over a mailbox. In the complaint, the individual stated he wished to make the Select Board and Road Agent aware of the incident and request it does not happen again. Karen has let the Road Agent know.
  3. Health Insurance: Board discussed different options of going to 10% employee contribution or staying at 9% contribution. The Board asked for some additional information. John went on record stating that he is very appreciative of all the town employees and that we are so fortunate to have such an effective group of people. He added the Board must also have to look at how an increase, or lack thereof, would affect the tax rate. Karen will run the numbers and get them to the Board.
  4. Budget update: Budget committee met last week and is looking for final budgets. John would like to have a special Select Board meeting to focus solely on the budget. This meeting will be held on December 28th at 5:30. Karen gave the Board members the most up to date financials. Department heads have been asked to try to limit spending where possible. The Board then reviewed the budget line by line and identified the areas in which expenses had exceeded the budget.

  7. Board Signed Commendation Letter
  8. The Board received a letter asking them to proclaim January 22-28th as Bradford School Choice Week. Karen will scan the letter and email to the Board members so they can further review.

Accounts Payable and Payroll Manifest reviewed and signed.

Minutes of December 5, 2016 meeting were reviewed and accepted with no change.

The next Selectmen’s meeting will be held on Wednesday, December 28, 2016 at the Bradford Area Community Center at 5:30.
