Selectmen’s Minutes

July 13, 2015

 

Meeting called to order at 5:30pm. John Pfeifle, Chairman; Sonny Harris, Selectman; Harry Wright

 

Selectmen wish to congratulate Nick and Camila Devlin on the birth of their son, Benjamin.

 

Appearances:

  1. Chase Kenyon met with the Board and discussed his proposed solutions to a septic issue. Mr. Kenyon will pump the system more frequently until a new plan and permanent solution is completed.

 

Regular business:

  1. Chief Valiquet was questioned on the installation of speed bumps or speed tables on Breezy Hill Road – Rte. 114 end. The Chief suggested conducting a speed study before installing speed bumps to determine the scope of the problem. Stop signs on either end of the Pond Bridge will slow traffic down and may be enough to discourage speeding once the bridge opens. Ken Ritter, an abutter to the bridge will be in next selectmen’s meeting to present information on the installation of these traffic controls. Sonny Harris has approached the Road Agent on the matter.   The Road Agent was not in favor of the installation.
  2. The Board of Selectmen wishes to thank the Independence Day Committee headed by Claire James, Pam Bruss and Camila Devlin. Hard work and planning paid off and the flower boxes on East and West Main Street were very attractive. Claire James requested and received permission to replant the flowers elsewhere in town once the boxes were removed.
  3. Correspondence from the Cemetery Commission regarding the removal of trees was discussed. The Commission has obtained estimates for the tree removal and clean up of several dead or damaged trees that need to be removed. The Board discussed placing an article on the next town warrant for an amount large enough to remove these and other potential problem trees.
  4. Harry Wright has requested the moving of a raft currently on town property to a location more convenient to the milfoil divers. This is a difference of about 16 feet and is nearby the Pond Bridge current in repair by the Highway department. Highway will be requested to move the raft while their equipment is on site.
  5. Harry reported on a meeting with the Rural Heritage Connection of Bradford on fund raising for the Town Hall renovation project. He reported the meeting was very positive. Kelly Gale, architect, reported on her progress.
  6. The Board of Selectmen wish to extend a thank you to the Highway Dept for their progress on the repair of the Pond Bridge. The expectation is to open the bridge in the next two weeks.
  7. Property Tax abatement was signed by the Board of Selectmen.
  8. Intent to cut for map 4 lot 33 off Old Mountain Road was signed by the Board of Selectmen.
  9. The Board of Selectmen wish to thank Ken Anderson for reviewing the transfer station invoices and finding a credit due the town.
  10. Barry Wheeler, Road Agent, requested permission of the Board to work on Old Warner Road this year rather than waiting until 2016. The drop in cost of asphalt and test pits done on the roadway will drop the cost of the project by $30,000 if done this year. The money is available in the Highway warrant articles and the work will take about two weeks. The project will be done before the start of school. The Board voted to approve by a vote of 2 yes and one no.
  11. Regarding the outstanding issues, the water flow on Old Warner Road was not from a septic system. John Pfeifle will discuss with property owner.
  12. Unpermitted shed on Center Road: The Board instructed Cheryl to write a letter to the land owner with the instruction to remove the shed by Labor Day or be subject to fines from the date of the letter.

 

The Board voted to move to non public session per RSA 91-A:3:II d&e. The vote was Pfeifle, yes; Harris, yes; Wright, yes. Time out 7:00pm
