Town Hall Restoration Committee January 15, 2015

  1. Minutes of January 8 meeting of the building subcommittee approved with a correction: the update cost of the system is $12,000, not $2100.
  2. Building subcommittee – 19,000 for septic, asbestos checked and only 2 small areas affected, See attached for Building subcommittee recommendations to the board.  Costs of $30,000 total.. Recommendation made, seconded and unanimously approved. Recommendation will be sent to the selectmen. Discussion of rationale behind demolition  recommendation. Kelly Gale will prepare RFP & after removal of asbestos, demolition will begin asap. Asbestos removal is a selectmen priority.
  3. Storage of items at Town Hall: Discussion of removal of items in town hall for temporary storage.
  4. Grants & Fundraising: L-Chip – Meeting with fundraiser next week to discuss ADA grants (Audrey & Beth). Will need estimates for required ADA facilities and installation costs (Kelly & John Greenwood).
  5. Estimates: Kelly Gale, Architect putting together estimates. Warrant article discussion. $900,000 discussed. What can be completed for that amount? Kelly went over a few numbers for sprinkler and foundation systems. It is difficult to separate first and second floor projects. Estimates continue to come in and more are expected in the next few days. There is a 30% rebate on a wood pellet system. Pros & cons of each system (pellet, oil, LP) were discussed although more specific assessments will be required. Discussion of placement of various heating systems. Ensued. Fees and costs for architectural work: cost more for an existing building than a new one. Architect  Gale assesses  circa $91,250 for a $1m project. Structural engineer also required. This is a ballpark figure.

*Cost estimates progress as Kelly Gale continues to gather cost information. She will be reporting to the subcommittee as figures come in. Next building subcommittee meeting, Jan. 22, 2015.

*Approximately $30,000 remains in unexpended funds from the 2014 appropriation.

*Recommendation: “The Town Hall Restoration Committee voted unanimously yes to recommend to Selectmen to work on a Warrant Article not to exceed $995,000.

*The Town Hall Restoration Committee discussed the need for a follow-up warrant article in case the bond does not pass. However, that warrant article must be specified as to what work must be done, eg the foundation work. This warrant article was not drafted at this time.

*Further discussion: Architect Kelly Gale offered to defer payments to her for Design/Development Plans.

*A 2015 Traditional March Town Meeting schedule for required legislative dates was distributed but not discussed.

The next step in the project is to prepare an RFP for selective demolition of interior wall surfaces on the first floor, including disconnecting the heat and water, for the purpose of structural analysis of the building. A motion was made to the committee, seconded and passed.

*It was moved and seconded to adjourn the meeting at 8:40pm
