Minutes of Bradford Town Hall Restoration Oversight Committee (THROC) Meeting, 8/11/16

The meeting was held at the Bradford Town Hall and was called to order at 5:30pm by Brackett Scheffy, moderator.  Present were Marcia Keller, Will Kranz, Jim Bibbo, Michele Halsted and Harry Wright.

Minutes of the August 4 meeting (rev 081016) were approved, will be posted.

Scott Mckenney was introduced to the committee.  He expressed interest in working on the project as “Project Consultant” (PC) to provide expertise to the committee and work to get bids for elements of the project as required.

Various aspects of the project were discussed.  It was decided that the best ‘first course’ of action would be for Scott to meet with Kelly Gale to become familiar with the project from the architect’s perspective, review available information (past bids, specifications, drawings, etc.) and generally come up to speed on the project.

As the project progresses his role may morph to that of General Contractor; that topic for discussion in coming months.

Scott will not be available to meet with Kelly until the week of August 22.  Marcia Keller, building sub-committee chair will make introductions and schedule the meeting.

Michele Halsted reported that the RHC has begun a fundraising effort to pay for Scott’s initial work (to be billed at $55.00/hour) and Kelly’s time during this interface.   It was also noted that there is >$6,000 in the Town Hall Restoration Trust Fund that can be used for this purpose.

A brief discussion followed regarding moving the proposed ADA (and main) access from the NE corner of the east wall further south on the wall to an area where windows would not have to be removed to accommodate the door.  This will be an agenda item for the next THROC meeting after Scott has had the opportunity to review the past plans and this alternative.

Other business:  Harry Wright reported that George Hunton had contacted Karen Hambleton to inform her that Bradford did not receive the CDFA L5 Tax Credit grant.  An application was made in June for $9,600 for ‘community education’ to broaden the public knowledge on the Town Hall revitalization project.  CDFA stated that our idea was a good one, but felt that it was more public relations than education.  $375k was available, applications totaled >$900k, we did not reach the threshold.

Next meeting was scheduled for September 1, 2016, 5:30pm at the Town Hall.
