Conservation Commission Minutes 12.19.23

Bradford Conservation Commission Secretary’s Draft Report
December 19, 2023, 7pm at Brown Memorial Library
Present: George Beaton, Seth Benowitz, Nathanial Bruss, J Ann Eldridge, Meg Fearnley, Patty Furness, Brooks McCandlish, and Doug Southard. Also present David and Michele Halsted, of Rural Heritage Connection.
Secretary’s Draft Report 11/21/23: The draft minutes were reviewed. Meg made a motion to accept the report as read, George seconded, followed by unanimous approval.
Treasurer’s Report: Meg informed us that remaining budget funds have been used to order trail maps. Meg is in need of an invoice, which Ann is attempting to obtain.
Habitat Conservation: Michele and David Halsted were present to voice concerns regarding two town-owned lots at Box Corner (Map 4, Lots 7 and 9). This is prime area for wildlife conservation and is part of the Commission and Ausbon Sargent focus on conserving interconnected wetlands on the West Branch Brook. Both lots may be unbuildable due to water issues. It was suggested to inquire from Karen if the lots are on the list of auctionable properties, and potentially requesting a warrant article to remove these unbuildable lots from the list.
Deer Valley Road Culvert: The grant application process through the US Fish and Wildlife Bipartisan Infrastructure Law has made it through the first round. A draft letter of support will be needed in the future.
Shoreland Application Map 19, Lot 38: This Fraser owned parcel involves two lots on Oakdale Road. The application is incomplete, and needs further work.
Ken Milender: A note of appreciation was sent from the BCC to Ken for his years of dedication and effort to the Warner River Local Advisory Committee. Daniel Morrissey is the new chair of the WRLAC.
NH Volunteer River Assessment Program: There is a new coordinator for the state.
NH Association of Conservation Commissions Department of Environmental Services Rules Changes: Ann reported that local control has been removed in some areas, and conservation commission oversight is taken out in others.
Blaisdell Road, Map 3, Lot 36 : A complaint form has been filed with DES, and an inquiry regarding the buffer and wetland ordinance has been sent to DES.
BCC Annual Report: Ann circulated the draft of the Annual Report. Meg made a motion to accept the draft as written, Brooks seconded, with unanimous approval. Photos will be attached for the finished product.
Surface Water Overlay Protection Plan: The Commission voted to to send comments about the Surface Water Protection Plan to the Planning Board.
With no further business, the meeting adjourned at 9:05 pm. The next meeting will be Tuesday January 16, 2024, 7pm at Brown Memorial Library.
