Board of Selectmen Meeting Minutes
April 9, 2018

Pledge of Allegiance

Meeting called to order at 5:30 pm

Roll Call- Jim Bibbo, Chairman; John Pfeifle, Selectman; Karen Hambleton, Town Administrator and Marilyn Gordon, Treasurer were in attendance

Michael James, Selectman, absent due to illness

Appearances:

Ann Hallahan & Attorney Derek Lick appeared to discuss a discrepancy in the Right of Way location of Center Road, adjacent to the Tall Pines Realty property (Map 16/Lot 67). As a result of the construction activity, when establishing Rt. 103, there was a relocation of Center Road. Survey work, done in preparation for the Bement Bridge construction, brought to light that Center Road location is eastward of its original location. The Hallahan’s are requesting the Town issue a Quit Claim Deed for the area previously occupied by Center Road to update their property parcel. The Board will review the request and follow up with the Hallahan’s once they have had additional time to review and discuss the request.

Regular Business:

1. The Board reviewed alarm bids for the Fire Station, 3 bids were received; Capitol Alarm @ $10,777, BA Technical @ $9548.90, BK Systems @ $14,315; After review of the proposals, John Pfeifle motioned to accept the Capitol Alarm bid as it was more comprehensive then the low bid, Jim Bibbo seconded the motion; Article Twenty appropriated $20,000 for this expenditure at Town Meeting.
2. A discussion was held related to moving forward with Article Five, authorization to sell Town owned parcels; Karen will coordinate a property review mid-May with a target sales event to be held mid-Summer.
3. A follow up was heard related to booth space for the 4th of July celebration. Booth donations will be accepted for the Friends of the Bradford Area Community Center. The event will be held on June 30th from 4:30 to 9:30, followed by fireworks.
4. The Chief of Police provided Karen with an update on cleanup efforts at 18 Massasecum Ave. that she shared with the Board. He stated the property still needed some work but was very close to conforming to legal ordinances. The Board will keep the topic on their radar until resolved.
5. Jim and John signed letters being sent to the Towns of Sutton and Warner requesting their support in additional communications with Verizon regarding implementation of cell service on towers they lease space on in all 3 towns. Karen will review with Michael to gain his signature as soon as possible. John also outlined a desire to open other conversations with bordering towns to discuss any other options there may be for the Towns to consolidate resources. Jim added commentary that any conversations needed to include the full Select Board.
6. Tax abatement for $107.02 was signed by the Board for campsite campers which were being taxed in addition to having paid vehicle registration.
7. Intent to Cut permits were approved and signed by the Board:
a. Map 10/Lot 10, Map 7/Lot 70, Map 7/Lot 72
b. Map 4/Lot 15, Map 4/Lot 32
8. Personal Action Forms were signed by the attending Board members, concluding the Town employee review process.
9. Accounts Payable and Payroll Manifest were reviewed and signed.
10. Karen mentioned that Highway and the Police Department had done a good job helping out last Thursday when passage of Route 114 was blocked by a downed tree.
11. The Concord-Lake Sunapee Rail Trail is holding an informational session on Saturday, April 14th at 4:00 in the Bradford Area Community Center to discuss the planned improvements and extension of the Tilly Wheeler Trail.

Minutes of April 2nd, 2018 meeting were reviewed, John Pfeifle motioned to accept, Jim Bibbo seconded
