Minutes of January meeting distributed for review.
French’s Park – Continued discussion regarding the Road Crew assuming responsibility of the maintenance of the park. Kate spoke with Andrea Lamaroux who has been involved in the improvements of the past year or so. Andrea suggested P&R have a meeting with the Road Crew to review the issues and determine responsibilities. P&R wants to stay involved with French’s since it is a “park” and we have put a lot of time over the years bringing it to where it is today. We do agree that there are things that the Road Crew could/should be responsible for since it is a town park. Kate will try to arrange for a meeting to take place some time in April. Kate asked about a railing that Toot purchased for French’s. She doesn’t think it’s been assembled but does think that Cheryl was given a bill. Margaret advised she would check with Toot.
Discussion about when to invite the Preschool and Dance Depot to a meeting to talk about their participating in future events with P&R. Kate will talk to Karen Hamblin from KAP to check on interest and will try to have interested parents and Dance Depot present at our April meeting. Discussed the “Bike Parade”. Thought of having one in the spring after the bike tune ups that should be taking place. Discussed also having a “bike parade” (motorcycles and/or bikes). Will check at tune up event if there is an interest. Would be for all ages.
Snow shoeing/Cross-country ski group: Kate advised there may be an event the weekend of February 20/21. She will call or email P&R when she has more information. Margaret advised that there were skiers at the Hopkinton Fairgrounds recently. She is going to check into what is available there.
Kate attended a meeting at the LGC regarding “Revolving Funds”. She advised it was very informative. RSA 35-B defines what “revolving funds” can and cannot do. She provided us with a copy of the RSA. Discussion took place. RSA is very interpretive.
February Vacation: There has not been a lot of response to the programs that Kate has set up during the vacation week. Tuesday – Computer class; Wednesday – snowshoe/hike; Thursday – Movie from 3 – 5 (movie not determined yet); Friday – SnowArchery at 10:00 ($10 Kids/ $15 Adults?)
Still thinking having a “Movie” or “Game” night or afternoon. This will be brought up again. Still trying to get more people involved in P&R.

BRADFORD AREA COMMUNITY CENTER COMMITTEE MEETING
July 8th, 2009
PRESENT: John Bruss, Kate Dobrowski, Director, Debbie Flinkstrom, Fred Hubley, Ona Ruchti, Margaret Raymond, Dawn Rich, Mary Ann Wright.

John Bruss, Chair, opened the meeting at 4:40 p.m.
Minutes of the June 10th meeting were approved.
DIRECTOR’S REPORT: Kate, our director, gave all board members a copy of her report for the month at the meeting. A copy of the report and the minutes are sent to the website, Bradford NH.org. , for publication Kate discussed with the board the letter received from Alison Jones regarding transportation for Nature’s Circle Summer Day Camp. ( letter on file). A motion was made and passed that the contents of the letter should be brought to the town selectmen for their decision. The camp will be starting on Monday, July 13th.
BUILDING MAINTENANCE: Still waiting for a return call from the electrician to install the new dishwasher from the Bradford Women’s Club. Floor will be waxed in KAP room sometime this month.
SENIOR REPRESENTATIVE: Ona gave the following report on the Senior group. The quilters are still busy working on the quilt. Addy Stewart had her blood pressure clinic available for checkups. A movie “The Curious Case of Benjamin Button” was available for the group to see. Bag lunches were supplied by Phil. Tom Riley had a good showing for the AARP Driver Safety course. Elaine and John Warren had the exercise class for breakfast on June 26th. This was the last day of exercises till Labor Day. A Visa gift was given to the Warrens. Ona encouraged the group to attend the Lettvin Concerts. Proceeds from the concerts are shared with the Union Congregational Society and Bradford Area Community Center.
HEALTH AND HUMAN SERVICES: Ellen sent a report in that the VNA is currently pricing cholesterol machines for community clinics. They are also planning a half day event on the topic of Alzheimers, scheduled for mid September. Ellen will be replacing Maureen Strachan on the Senior Center Advisory Board.
KAP REPRESENTATIVE: Mary Ann reported that they have hired Heather Smith as the new KAP head teacher. They are still processing the applications for an assistant teacher. KAP will be having a meeting on 7/22, 5:30 – 7:30 pm
PARKS AND RECREATION: A discussion was held about the Cow Flop Bingo. No cows were available after a lawn was found to use. Debbie reported they had 60 plus for beef roast dinner. $91.00 was received from the Baton Twirlers popcorn machine sales. They had 176 runners in the Independence Day race. Additional Parks and Recreation information is included in the director’s report.
CHAIR’S REPORT. John reported that the Lettvin ads have been covered and we have some new ads for the program. He encouraged members to attend the concerts.
OLD BUSINESS: Fran is continuing to meet her yoga classes agreement with us.

A great big thank you to volunteers who helped with the Blood Drive, Beef Roast and Independence Day parade.
Maintenance +AED
Special software for the AED arrived and has been installed . The batteries were ok so we now have an extra set kept in the filing cabinet drawer. A confirmation log was sent to Zoll via email. The charge for the new batteries and infra-red cable was 59.90.
New Games and Movie Night
Volunteers Bianca Pelkey and Eric Edwards have stepped up to host a new Movie and game night at the BACC. July 10 from 4 -6:30 will be the first movie . July 23rd will be the first game night from 4 -7:30. All ages are encouraged to attend.
Farmers Market
Rain put a damper on the last Farmers Market of July 2. Signs have been made.
Canning Workshop
Scheduled with the Co-op extension for August 25
Nature’s Circle Summer Day Camp
The registrations for Nature’s Circle are 58 out of 60 available slots. Additional registration forms were recently sent out. The Friends of The BACC have agreed to subsidize scholarships of $1500. The staff is in place and paperwork being filled out. We have transportation through First Student /Alison Jones pending approval by selectmen.
Yoga- Fran Vanais
Fran brought in a June payment as scheduled.
Parks and Recreation
Archery Program Archery Program will continue at Funday and in the fall . In general the attendance was variable and was probably influenced by baseball season.

Scott Chisholm from Red Cross called with the count of 33 units taken and 27 used.

May 13, 2009
PRESENT: Ellen Brownson, John Bruss, Kate Dobrowski, Director, Debbie Flinkstrom, , Karen Hambleton, Fred Hubley, Margaret Raymond, Ona Ruchti, Dawn Rich, Bob Stewart , Mary Ann Wright.
Jackye Pehrson, President of Bradford Women’s Club, presented a gift of a dishwasher for our BACC kitchen. This gift was the proceeds from a BWC fund raiser, Mother’s Day basket. The board voted and it was approved to accept this gift. Words of thanks were given to Jackye to bring back to her membership at their annual meeting.

DIRECTOR’S REPORT: Report given by Kate, our director, was given out at the meeting to board members and will be published in full on website, Bradford NH.org, with the minutes.
BUILDING MAINTENANCE: With the gift of the dishwasher we will contact a plumber to hook up the machine. Any health requirements from the state for installing a dishwasher in our building will be checked out. Due to the lack of grass over the septic area on the front lawn we will purchase special grass seed to fix the problem.
SENIOR REPRESENTATIVE: Ona spoke of the Volunteer luncheon in Concord for 12 members with 50 hours or more of volunteering at the center. Susan Wick is working with a group to make jewelry. The quilt is being put together by Mary Derry and raffles will be sold for this item. The group is also making shopping bags. All are very happy with their new Director, Phil Stockwell. A party was held for Phil with many attending from Warner, Bradford and Henniker. Susan Lowe performed for the group during the month.
HEALTH AND HUMAN SERVICES: Ellen is looking into more health clinics for the center. She will check into the fee required for foot care services.
KAP REPRESENTATIVE: Bunny Brunch had a nice attendance but the fundraiser was a loss. Enrollment has 6-8 applicants. Leah Buchar is a new member of the staff.
PARKS AND RECREATION: 2ND Winter Carnival meeting is May 14th at 6 pm. Chelsea Barrett from NE College will be the instructor for the swimming lessons. French’s Park cleanup is scheduled for May 23rd.
CHAIR’S REPORT. Discussion was held to send a letter to Fran Vainas requesting her signature on her agreement with the board for monies due on yoga classes . We must have closure on this situation.
OLD BUSINESS: We are waiting for CAP lease to be finalized.
NEW BUSINESS:
A request was made to the board to sign their meeting hours in on the volunteer sheet located on the entrance table by the back door. A record of volunteers hours are kept by the office.

Leases
The preschool lease has been updated and signed by preschool committee members and Selectmen.
Waiting to hear from Phil Stockwell concerning the completion of the CAP lease. Phil has been on vacation.
Maintenance
The kitchen counter backsplash was corrected and looks fine.
Building safety check completed – everything passed.
Lawn – the seeding that was done after the excavation for the septic has not taken hold as well as it should have
Water testing was done and passed for April. Next test due July.
Art Series
On hold – no change
Entry way art project- on hold until summer
Social Media Class
The class is scheduled for Monday and Tuesday but there are only 2 people signed up
Farmers Market
A meeting is scheduled for Friday May 22 at 4pm. The magnet art is in production . We will have enough money for the signs.
Walk NH and Weight Watchers
The Walk NH event will take place on June 4th at the opening day of the Farmers Market. Register on line at WalkNH.org
Weight Watchers is finally willing to do a program at the BACC
Summer Day Camp
A Camper registration ad went into the Kearsarge Shopper for this Wednesday . I have received a few calls but no sign -ups. I would like to wait until the end of May/beginning of June. Families are having difficult financial times and if one parent is laid off, that parent may stay home with the children this summer to help keep child care costs down.
Community Garden – To continue again this year.
Help is coming from student council and other community service volunteers by the end of May.

Roof leak in kitchen . A small amount of water appears to be coming from around the flashing of the ansul/equipment on the roof but only when the snow melts in the spring..

Archery Program
Archery Program continues for May at the future site of the blacksmith shop. A suprising number of adults signed up for this class.
Swimming Lessons
A new instructor for the swimming lessons has been found. Chelsea Barrett from NE College is a certified and experienced WSI /lifeguard She will teach the classes the last 2 weeks of July from 1:30 to 5:30.

Sent in the paperwork for the Blood drive – no response yet.

Received a quote from NE Barricade for 4 signs that we should have at French’s Park to minimalize liability issues .The quote is for $327.13 .
Donna Acker is teaching the girls baton twirling . The twirlers will sell popcorn at the Independence Day event at Brown Shattuck to raise money for new outfits for next year

Fran Vainas attended the meeting to speak to the board about her yoga classes. After our discussion with Fran she has agreed to report back to us within the week with her decision about the board ‘s concern.

HEALTH AND HUMAN SERVICES: Ellen will assist Parks and Recreation committee with finding helpers for the bloodmobile on Bradford Independence Day. Walk NH is scheduled for Thursday, June 4th, the opening day of Farmers Market. Walkers are needed and volunteers to help on the day of the walk.
KAP REPRESENTATIVE: Bunny Brunch is Saturday, April 11th, 8:30 am – 11:00 am at the Center. $5.00 per person: age 2 and under are free. Easter Egg Hunt will follow at the Library. 21 children are now involved in the classes.
CHAIR’S REPORT. The board voted for the slate of officers for the coming year. John Bruss will continue as Chair and Dawn Rich as Vice Chair. Secretary’s position was not filled. Minutes will be taken by Chair and Vice Chair.
OLD BUSINESS: Wolf picture hanging in Senior Room was donated to the center by Marge Cilley. At this time there is no decision about a location for the Welfare Director to use for her appointments.
NEW BUSINESS: Leases for CAP and KAP will be worked on and then given to the Selectmen for approval.

Maintenance
The kitchen counters were resurfaced by Miracle Method / Ted Fisher of Barrington, NH. The backsplash has started to separate. Mr Fisher returned to assess the problem. They will fix it this week.

Art Series
On hold – no change
Entry way art project- A high school artist has volunteered to produce a design for the front entryway of the building . Katherine Allen will sketch her ideas to submit to this committee for approval. She will do this as a Community Service project for her college portfolio.
Social Media Class
Sarah Chaffee of Bradford has agreed to teach a class on Social media on Monday May 11th. The class will be 2 sessions of 3 hours each. The class will cover blogging, facebook type accounts, twitter and some other social networks.
Farmers Market
Meeting took place March 24th. Next meeting TBA. Application for the check was completed. The magnet art is done and ready to go into production to be inserted into the mailing by the “Friends”
Thanks to Brandon Sussman and Andrew Pinard are working on a Farmers Market web page.
Walk NH and Weight Watchers
Martha Barron helped with this last year. It was scheduled for the opening day of Farmers Market. Should we do it again this year? Volunteers are needed to help. I also responded to an email from weight watchers but have not heard back which is what happened last time.
Summer Day Camp
Camper registration went into the media . Granite Quill April edition and SmartWoman Easter edition. The Kearsarge Shopper and Bradford Bridge will be next. Have scheduled LGC training for staff .
Bloodmobile
Do we have volunteers to help with this again this year? A contact person is needed to head this effort up.

BRADFORD AREA COMMUNITY CENTER MEETING – January 14, 2009
PRESENT: John Bruss, Kate Dobrowski, Director, Debbie Flinkstrom, Karen Hambleton, Fred Hubley, Margaret Raymond, Dawn Rich, Ona Ruchti, and Jim Valiquet.
John Bruss, Chair, opened the meeting at 4:40 pm.
Minutes of the December 14, 2008 meeting were approved with the following corrections: Parks and Recreation: Margaret Raymond informed the board that Debbie Flinkstrom will be recommended to the selectmen for their approval as the new chair of the Parks and Recreation committee. This position is appointed by the selectmen and will be voted on at their next selectmen’s meeting. KAP: They are looking for a part time Administrator for the KAP.
DIRECTOR’S REPORT: Report given by Kate, our director, is attached.BUILDING MAINTENANCE REPORT: Information on the BACC maintenance was included in the Director’s report.
SENIORS REPORT: Ona Ruchti reported that Phil Stockwell is the new CAP Director. Quilters, under the guidance of Mary Derry, are continuing to make place mats for the Meal on Wheels. Sales of king size quilt raffles and shopping bags are the fund raisers for their programs. Foot massages will be resumed again by Betty Perron .KAP: Karen Hambleton reported that the Pre-School is in the process of re-licensing. There is still a strong odor in their area from the septic system pipe outside. Kate will contact Bob Stewart, Jr about the problem. KAP fund raiser will be the sale of Dutch bulbs. A Bunny Brunch will be held in the Spring. Vote by the board approved to waive room fee for Bunny Brunch fund raiser. This was done in appreciation of KAP donation of food from their cancelled Santa breakfast to the Center. The food was used to supply breakfasts to residents using our shelter due to the loss of electricity after the ice storm. During May a silent auction will be held.
PARKS AND RECREATION: Debbie Flinkstrom was welcomed as the new chair of the Parks and Recreation Committee. She spoke about thanking Jane Lucas for her long time volunteer work with the Parks and Recreation committee. Kate applied for and received a grant for an Archery program from NRPA. Check was made out to BACC. A vote was approved by the board for Fred Hubley, Friends Treasurer, to accept the grant for the Parks and Recreation . Check will be cashed and monies given to the Parks and Recreation Committee
HEALTH AND HUMAN SERVICES – no report
OLD BUSINESS: Dawn and Kate revised the Operating Manual that had been in place since 2004. Friday, the 16th, will be the deadline to inform Kate of any further changes. The operating manual will be sent to the Selectmen’s office for their input.
NEW BUSINESS: Jim Valiquet spoke about compiling an emergency list of residents that would be top priority for the community to check on during an emergency. January 14, 2009
The Ice Storm
From Dec 12 thru 18th the BACC functioned as a State of NH Emergency Shelter for area residents without electricity. Bruce Edwards, the Town Emergency Management Director took charge of the Community Center to ensure that the BACC facility was quickly and efficiently brought up to Emergency Management status. Bruce worked tirelessly to make sure area residents were well provided for. Volunteers like Selectman Andrew Pinard, provided movies, popcorn and cooking skill. BACC vice-chair Dawn Rich and her husband Marv cooked meals, donated food and tended to folks who needed help. Police Officer Ed Shaughnessy and Chuck Goodale pulled night watch at the BACC one night and Officer Chris Boucher took charge of creating a master list of Seniors to check up on. The Fire Department and Rescue played a big role in the situation with their skills and wonderful shower facilities. Helpers such as Bonnie Warren, Fred Hubley, and many others came to help out at the Emergency Shelter.
CAP/ Mt View Senior Center- New Director
The Community Action Program/Senior Center has hired new director Phil Stockwell of Warner. Welcome Mr. Stockwell.
Budget
The Budget Committee has approved the budget with some minor changes.
Thank you to the Budget Committee and Town Officials for their good work.
Maintenance
Elevator – The elevator was repaired and the inspection violation was resolved due to the repair. Unfortunately the better quality cable could not be installed without replacing an enlarged pulley system. John Meyers of NE Lift is aware of the situation and will monitor the wear of the cable in his next inspection. The cable should not wear out so quickly.
Water Testing – and sampling – The KAP preschool did the first water test which came back with good results. The DES is in the process of attaching the KAP testing to the BACC EPA # to satisfy the Dec 08 Nitrate /Nitrite testing requirements for the BACC.
Plowing and snow removal have been going well . Thank you to Chris Frey and Richard
Marshall and the Highway Department for getting the building opened up early each morning.
Women’s Club Dishwasher Inquiry
Jackye Phearson from the Bradford Women’s Club would like to know what kind of dishwasher could be used in the BACC kitchen. The BWC would like to donate a dishwasher.
Kitchen
Phil Stockwell informed me that CAP was sited for the kitchen backsplash counters. The counter is in need of repair to make it compliant with food handling specifications.
Men’s and Women’s Bathroom
Estimates are being taken for 2 shower installations at the BACC.
As an Emergency Shelter, there should be showers available for use by the public.
Pickman plumbing and heating, RMA plumbing and heating and AGS have been called for estimates.

Barn Dances
The Bradford barn dances have been discontinued. Warner is continuing the dance series at their Town Hall.
Archery Program Grant We received the grant check from NRPA. However the check was made out to the Bradford Area Community Center and now needs to have approval to cash it by Parks and Rec Supplies
Two sidewalk signs were purchased from NE Barricade.
A crock pot was purchased also.

TOWN HALL

Andrew Pinard, Selectman advised this is technically not an official meeting of any organization, but a meeting of all organizations assembled with the following attendees present: Robert Stewart, Sr., Cheryl Behr, Administrator, John Bruss, Chair BACC, Margaret Raymond, Parks and Recs, Fred Hubley, Friends of BACC as Treasurer, Kate Dobrowski, Director of Community Center, Dawn Rich, Vice Chair, BACC Committee, Martha Barron, former Secretary BACC., Marge Cilley, Acting Secretary, and Jane Lucas.
Andrew Pinard advised they are going through a transition period, and will go over what the hopes are at this meeting.
At one time, the Selectmen determined that the director of the Community Center and Parks and Rec. was a full time position, and the town assumed all maintenance costs for the facility, until budgets etc. is transitioned. At one time, the BACC governance board was also responsible for financing the building.
For the past few years, they have been trying to transition the organization over to be fully funded from the town section and certain aspects associated with how the groups work together. At one time, there was one person serving two separate positions, then they became rolled up into one position.
The hope tonight is to be able to bring everyone together, in some kind of consensus as to how the organizations work and interface, not only with the director, but with the town.
An Agenda was followed beginning with:
1. Organizational Flowchart, showing responsibilities, authority of various agencies
in regards to the Director. Andrew Pinard advised this is not set in stone, the Selectmen have not approved any of this, it is a work in progress. Cheryl Behr, Administrator has done a lot of the work showing how it accesses on how the Selectmen’s office is involved as far as financing is concerned. At this time, the Organizational Chart was gone over at length beginning with the Governance Board User Organizations, followed by the Private, Friends of BACC, private funding, which is not part of town budget. Last is the Funding Source containing the Municipal Budget for the Community Center, Municipal Budget for Parks and P&R Revolving account which is established by Town meeting. Questions and answers ensued regarding the organizational chart. Cheryl Behr, Administrator advised funding can be transferred from line item to line item, however, the Board of Selectmen should be notified if there is a substantial change. The bottom line is: you cannot go over the bottom line.
Parks and Rec Revolving Account was included in the packet handed out. Cheryl Behr, Administrator went over and explained the accounting procedure. Money that is collected from this years programs, do not want to get spent in this budget year, but is for next year’s budget. Programs not sustaining themselves should be considered if beneficial to continue or not.
Fred Hubley asked a question for clarification: For the Beef Roast, a program, it’s been funded, it is an annual event. If Parks and Rec purchased a Grill Master, would that one time cost come under Parks and Rec’s budget item for the town or the Revolving Fund? Andrew Pinard, Selectman advised in his opinion it should be considered as a line item for capital expenditures.
It was stated that all authorization for new events should be part of the municipal budget process which happens now, meaning it shouldn’t happen in May to do something for August.
2. A Program Management Sheet was gone over next which shows five different categories, and which ones have either private insurance or is covered by town insurance. Other topics covered are advertising and monies collected and dispensation of same. Andrew Pinard advised insurance with some of the combined events are a little more difficult to decipher. Bob Stewart, Sr. explained how the insurance worked. Cheryl Behr, Administrator advised that if someone is told what, how and when to do something, they are considered an employee, and have to be on the payroll, they are not considered a subcontractor. Much discussion ensued especially in the area of insurance, whether covered by the town, or is the individual user of space responsible for it.
3. A Program Budget sheet was included in the handout showing a Title of Program, Expenses and Income, which is not only a worksheet for the Director, but for individual organizations who want to put together a program. These can be consolidated for the final municipal budget.
4. Another area brought up is the Town Budget showing a breakdown with line item numbers which are already outlined in the existing budget. Milfoil has been pulled out of Parks and Rec categorie and put into Other General Government as explained by Cheryl Behr when asked. For clarification, if expenses are taken out of a revolving fund, then the donation would go back into the revolving fund for Parks and Recreation. However, if Friends is sponsoring an event, the money must go back to Friends.
Andrew Pinard brought up the fact that one can not volunteer for a function that you are paid for. The Town of Bradford did not sponsor the Farmer’s Market this year. Cheryl Behr, Administrator advised she had spoken with someone in the Newbury Town office, and they charge $50.00 up front which pays for their advertising and any other expenses involved and staffing. Also the town paid for the insurance since they sponsored it. The Farmer’s Market in Bradford was sponsored by the Friends. The Director should not be working for any private organization, however, volunteers could set up the venders etc. for individual events.
5. Job Description which was handed out was read by Andrew Pinard and discussed amongst the group. Three levels of records include: Financial, Budgeting and recording, Census and Event Reporting. Robert Stewart, Sr. reported on the repair of the urinal which has been leaking for some time and advised the necessary parts are very hard to find. He advised he has tried to get a new one installed, but there is no money for it, so is advocating putting money in the budget for a new urinal next year. Andrew Pinard advised he is encouraging the Selectmen to get single venders for town wide services such as cleaning, ground etc. which would quite likely save the town money, and get better service. Kate Dobrowski questioned if she has the authority to obtain help in an emergency situation to which she was told yes. Staffing problems were brought up as well as funding during the Summer Camp. In reply to a question from Fred Hubley, it was stated by Andrew Pinard that a pick up group playing ball at Brown Shattuck Field would not have to have an insurance policy rider. There is an ordinance for a public gathering and earning money. A permit might be possible to be obtained from the Selectmen without charging them for a benefit performance per Andrew Pinard, however, an insurance rider may be required.
The position requires that certain events are a must for the Director to attend, but if unable to attend functionally, they are responsible for each of the events for providing the appropriate staffing to make sure certain things are accomplished per Andrew Pinard. It was also brought up that this document is a guideline, and will change from time to time.
Dawn Rich advised the Community Center Director does have considerable Public Relations. Cheryl Behr, Administrator suggested if the Director is at her max now, or is overwhelmed now, additional programs or functions cannot be added until they are under control, as they could only add to frustration and possibly failure to a program.
The Financial practices sheet that was handed out was not gone over at this time, but they can be gone over on an individual basis. Andrew Pinard did advise that concerning time budgeting with various organizations that everyone should be aware that the Director has very limited time that the town budgets for her. Be persistent for information that you do need, but be aware that she does have a lot on her plate.
6. Delegation of duties for programs and management of municipal employee resources.
This is part of the time budgeting for the Director. Andrew pointed out that everyone should be aware that you are individual organizations, and the Director is the one who prioritizes what can be done as quickly as possible. The Selectmen are going to expect her to exercise judgment as to what she can reasonably move forward with based on her work load. The Director can authorize delegates to run sanctioned municipal events.
8. The town administrator has requested the town close the post office box and put a locking mailbox up at the Town Office, so someone does not need to go back and forth to the post office. Andrew Pinard is suggesting the Community Center does the same, saving time and resources of the town.
7. Ice skating rink: An estimated Expense sheet was handed out.
A proposal for an ice skating rink was presented by Kate Dobrowski, Director. It is a 50’ x 100’ portable rink and Cheryl Behr, Administrator questioned if it would be used for hockey, and if so, it would need sideboards 42 to 48 inches high. Kate Dobrowski advised if needed, a snow fence could be used. Cheryl Behr said she would check on this. Questions and suggestions ensued, including filling of rink, storage, hot water etc. as well as the possibility of needing police patrol.
It was questioned by Fred Hubley if perhaps it could be brought up at town meeting to get a feeling for interest, looking for a vote of confidence. . It was brought up that it would have to be a warrant article, and should try for this year.
The next meeting of the BACC is scheduled for November 12, 2008
Robert Stewart, Sr .recommended that if a warrant article is going to be put in, it should state that the BACC is paying for the skating rink. This way, the town will know they are not paying for the whole thing.
Andrew Pinard thanked everyone for coming out and they will try to incorporate whatever minor adjustments there may be.
