BUDGET COMMITTEE MEETING

JANUARY 22, 2014

6:30PM

Call To Order and Roll Call:

Dick Keller, Chair called the meeting to order at 6:30pm with George Cilley, Jon Marden, John Pfeifle, Selectmen Representative, Sue McKevitt, Cheryl Behr, Administrator and Marge Cilley, Secretary present. Will Hurley and Don Jackson were absent.

Review and Consideration of January 15, 2014 Minutes:

Motion was made by George Cilley to approve the January 15, 2014 minutes. Seconded by Jon Marden. Several edits were brought up:

Page one: 2014, Page Three – #4312 the dollar amount should be $465,517,

Page Four – Article Nine, top line should read; Eighty Five, Page Five, Article Fifteen should state: Sue Mckevitt suggested that the amount be reduced to $10,000 and avoid the $10,800 being tied to the herbicide issue. Page Six, Hearing schedule – Wednesday, February 5, 2014 at 7:00pm and February 12th if the budget is not finalized on the 5th. (Second hearing is not a continuation)

Motion carried with edits unanimously.

Article Five:

Much discussion regarding the Town Hall renovation article regarding dollar amount, what it covers and how it should/would be paid for through Bonds/Notes, Donations/ Grants etc. This Article will be re-written and approved by the Selectmen on Monday January 27th.

Article Eleven:

Discussion ensued regarding Article Eleven for the purchasing of a tanker truck for the Department. It was stated that the Fire Chief prefers to move forward this year. The motion last week to leave Article Eleven as written was defeated by the Budget Committee 4-1, Budget Committee did not recommend. Consensus was to leave as is.

Article Fifteen:

No vote was taken at last Budget Committee Meeting on January 15th.

Motion was made by Sue McKevitt to cut Article Fifteen amount to Five thousand four hundred dollars ($5,400.00) to work with the State of NH to treat milfoil in LakeMassasecum. Seconded by Jon Marden. Motion carried unanimously. Budget Committee Recommends.

Article Seventeen:

Discussion regarding funding the Capital Reserve Articles regarding the Fire Department Equipment, Rescue Squad and the possibility of Henniker covering. Discussion also covered possibly selling the ambulance and purchasing a first response vehicle.

Motion was made to table Article Seventeen by Jon Marden, Seconded by Sue McKevitt. Motion carried unanimously.

John Pfeifle advised the Selectmen will meet with Henniker tomorrow at 11:00am and have more information regarding the ambulance after that.

Executive Budget:

Cheryl Behr handed out a sheet with questions on the reduction in the executive budget which was voted on by the Budget Committee, and requested they reconsider at $184,149.11.

Motion was made by Jon Marden to reconsider the Executive Budget. Seconded by John Pfeifle. Motion carried unanimously.

Sue McKevitt suggested cutting the bottom line of the Executive Budget, not per department. It was discussed that money can be moved into the executive budget with flexible manipulation. Additional discussion ensued.

Motion was made by John Pfeifle to increase the Executive Budget to the amount of $184,149.11. There was no second, No vote.

The sheets that were handed out last week were perused and discussed, regarding tax rates and estimated future warrant articles.

Dick Keller read an e-mail he had forwarded to Cheryl requesting Department Revenues on an annual basis, which Cheryl did not receive. Cheryl advised she will do this, this week.

Next meeting is scheduled: for January 29, 2014 at 6:30pm

It was stated that the final Budget will be done on Monday, January 27th by the Selectmen.
