BUDGET COMMITTEE MINUTES

February 19, 2018

Meeting called to order at 6:40 pm by Beth Downs.

Members Present

Lacking a quorum and needing to vote on the warrant articles, there was much discussion as to a path forward. Several attempts were made to reach Claire and Michael James who were expected to join the meeting by phone. At 7:05, they called in and the meeting commenced.

Review and Vote Warrant Articles:

  1. The Budget Committee voted to recommend as follows on the warrant articles:
    1. Town Hall Bond – 4-2 against
    2. Operating Budget (no vote needed)
    3. Sale of Town-owned land (no vote needed)
    4. Revaluation Capital Reserve – 6-0 in favor
    5. Town Facilities Building Capital Reserve – 4-2 against
    6. Repair Town Buildings Capital Reserve – 4-2 against
    7. Highway Expendable Trust Fund – 4-2 against
    8. Fire Department Heavy Equipment Capital Reserve – 6-0 in favor
    9. Bridge Repair and Replacement Capital Reserve – 4-2 against
    10. Bement Bridge remaining appropriation – 6-0 in favor
    11. Cemetery Operating Expense – 6-0 in favor
    12. Payments on Lease Purchase items -6-0 in favor
    13. BNSYS – 6-0 in favor
    14. Boat Launch – 6-0 in favor
    15. Master Plan Update – 6-0 in favor
    16. Survey Community Center Lot – 6-0 in favor
    17. Repair work on asphalt roads – 4-2 against
    18. Shimming Roads – 5-1 in favor
    19. New Alarm for Fire Dept – 6-0 in favor
    20. Town Hall protect while vacant – It was noted that the Selectmen do not recommend this article. The Budget Committee voted 4-2 in favor of recommending this article.
    21. Noise Ordinance (no vote needed)

It was noted that the Budget Committee, though not unanimous, supported the CIP recommendation for $150,000 for the Fire Department Capital Reserve and $10,000 to establish a Police Vehicle Capital Reserve. It was also noted that there were no other warrant articles they were aware of.

Committee members were reminded that the second Public Hearing was scheduled for Monday, February 26th at 7:00. The warrant articles will be presented.

There was no additional public input.

As there was no further business to come before the Committee, the meeting adjourned 7:36.
