Budget Committee Meeting
June 21st, 2018 Draft Meeting Minutes

David Nunnally called the meeting to order at 6:20pm
Pledge of Allegiance
Roll call
David Nunnally (Chair), Claire James, Jason Allen , Marlene Freyler, Michael James (Select Board Representative) present
Mark Fournier absent
Karen Hambleton, Town Administrator present
Appearances:
1. Cheryl Croto appeared to address a nomination made to appoint her to the Budget Committee which she accepted.
Motion: Claire James motioned to appoint Cheryl Croto
Second: Michael James
Vote: 5-0 in favor
Cheryl was seated on the Budget Committee.
Follow Up:
1. Continue discussion from previous meeting:
a) The Committee review Town Hall heating expenses and verified all invoices were related to fuel.
b) Karen identified an overhead light as the cause of the cemetery electric bill.
c) Reviewed police department overtime, which is resulting from a shortage of part time officers.
d) Review of the outcome of rescue service discussions with selectmen, (Michael James) – pending follow up
e) The Committee was seeking a breakdown of costs related to gravel processing. Karen had provided the detail that she had been able to collect. Committee would like to see future bid processes be more transparent and reflect specific activity components.
2. The group reviewed the draft by-laws for the Budget Committee. Committee members will review the by-laws again independently prior to next meeting and send comments to the Chair. David will compile feedback for final review and vote at the next meeting.
New Business:
1. Claire asked whether there should be a Vice-Chair position. Committee agreed there should be.
Motion: Claire James motioned to name Marlene Freyler Vice-Chair
Second: Michael James
Vote: 5-0 in favor
2. The Committee discussed the next meeting schedule. Due to schedule conflicts the Budget meeting will be held July 26th rather than July 19th.
3. 2nd Quarter expenses will be reviewed at the next meeting.
4. The Committee discussed ways to track movement of budget to cover unexpected items and how the Budget Committee can get more visibility into this type of activity as well as the need to continue maturing the Capital Improvement Plan.

The next Budget Committee meeting will be held at 6:00pm on July 26th, 2018 at the Bradford Area Community Center.
