Capital Improvement Program Committee

October 14th, 2020; 7:00 PM

Members – Carol Troy (Chair), Pam Bruss, Justin Dohrn, Claire James, Doug Southard, Laurie Colburn (via Zoom)

Members Absent – Karen Hambleton (Town Administrator).

The meeting was called to order at 7:05 pm.

To Do:

  • Review and consideration of September 29th, 2020 minutes.

 Motion: Pam Bruss motioned to approve the minutes as written.

 Second: Justin Dohrn

Review and Discuss any changes or edits to the 2021-2031 CIP spreadsheet:

Police Department:

  • The CIP Committee adjusted the Police cruiser line item from the year 2022 in the amount of $47k to the year 2021.

Highway Department:

Steve Hall was present.

  • The CIP Committee discussed the road paving line item and deliberated with Steve Hall if it were sensible to save in smaller increments every year, or have bulk savings allocated every other year, possibly every two years. Steve Hall explained the cost of the prep work of the roads for paving would come out of the Highway Department’s operating budget. Steve provided some insight into future expenses the Highway Department faces due to failing culverts. Steve discussed the use of the 2015 Town Equipment Repair Expendable Trust Fund (previously the 2015 Highway Department Expendable Trust Fund) and explained how the funds that are in that fund are not strictly designated for the Highway Department.
  • The CIP Committee weighed different options in regards to heavy equipment. Owning verses renting if necessary.
  • The CIP Committee discussed possibly saving an additional 2 million in savings for roads.
  • The CIP Committee discussed its approach of explaining the CIP at the Town Meeting.  
  • The CIP Committee discussed different options of road maintenance; paving verses dirt roads. Steve explained different processes to maintain and preserve the roads to give a general idea.

 Other Business:

  • A Public Hearing will be held at the next Planning Board meeting on October 27th 2020 to adopt the 2021-2031 Capital Improvement Program.
  • On November 5th 2020 the CIP Committee will meet with the Budget Committee and Board of Selectmen (Time not yet confirmed).

CIP Committee Communications:

The next CIP Committee meeting will be held on October 26th 2020 at 5:30 pm.
