Capital Improvement Program Committee

September 29th, 2020; 7:00 PM

Members – Carol Troy (Chair), Pam Bruss (Present at 7:28pm), Justin Dohrn, and Karen Hambleton (Town Administrator).

Members Absent – Doug Southard, Laurie Colburn and Claire James.

The meeting was called to order at 7:05 pm.

To Do:

  • Review and consideration of September 16th, 2020 minutes.

 Motion: Karen Hambleton motioned to approve the minutes as written.

Review and Discuss any changes or edits to the 2021-2031 CIP spreadsheet:

Police Department:

  • Ed Shaughnessy was present. The Police Department would like to re-allocate the cruiser for 2022 to the year 2021. The 2019 approved Police Cruiser did not arrive until July of 2020. There are very long delays for outfitting the vehicles. The Police Department is fearful that waiting approximately 27 months will lead to the current vehicles possibly needing cost prohibitive repairs.
  • The price will be adjusted from $45k to $47k; the increased amount of $2k is the cost of new radar equipment. 
  • The Police Department expense for a new facility will have a place holder of half a million.

Fire Department:

  • Fire Chief Jeff LeBlanc was present. The 1994 pumper replacement will be moved from year 2020 to 2021. Small mini pumper and radio equipment grants were discussed. The radio equipment cost is roughly $5k per radio and the Fire Department will need at least 18 radios. The radio expense of $90k was split between the years 2022 and 2023 at $45k each year. Grant season typically opens in November and ends in January. The CIP Committee would like a long-term plan for the Fire Department.
  • The line items SBCA Bottle and Apparatus were discussed and it was questioned why they are purchased at the same time not separately. They have to be purchased every 5 years.  

Highway Department:

Steve Hall was present.

  • The CIP Committee discussed various ways to adjust the expense years for the Highway Department to minimize the tax impact.
  •  10-Wheel Dump Truck relocated from 2026 to 2022.
  •  Truck/Plow/Wing/Sander relocated to the following years 2023 in the amount of $180k and 2028 in the amount of $200k.
  • The CIP Committee discussed the possibility of inputting figures to save for paving costs. Currently savings have been input into the Roads and Bridges Expendable Trust Fund.
  • The CIP Committee discussed speaking with the Selectmen for specific funds to be established that are designated to each department.

 Other Business:

  • The CIP Committee discussed options of paying off the loader to reduce the total interest paid.

The CIP Committee will adjust and work with the spreadsheet to adjust the amount and options.

  • The CIP Committee discussed upcoming dates to hold their meetings.
  • October 14th ,2020 at 7:00 pm and October 26th, 2020 at 5:30pm.
  • The CIP Committee will be added to the Planning Board Agenda for October 27th,2020.
  • November 5th ,2020 Budget Committee and Board of Selectmen (Time not yet confirmed).

CIP Committee Communications:

The next CIP Committee meeting will be held on October 14th, 2020 at 7:00 pm.
