Capital Improvement Program Committee

August 3rd, 2020; 7:00 PM

BRADFORD COMMUNITY CENTER 134 EAST MAIN STREET & REMOTELY VIA ZOOM

Members – Carol Troy (Chair), Doug Southard via ZOOM, Laurie Colburn via ZOOM, Pam Bruss via ZOOM, Claire James via ZOOM, and Karen Hambleton (Town Administrator).

Members Absent – Justin Dohrn

The meeting was called to order at 7:04 pm.

To Do:

  • Review and consideration of June 22nd, 2020 minutes

 Motion: Claire James motioned to approve the minutes as written.

 Second: Doug Southard

 Decision: Carol Troy- Aye, Doug Southard- Aye, Laurie Colburn- Aye, Pam Bruss- Aye, Claire James-Aye, Karen Hambleton- Aye.

  • Review of new CIP projects and other expenses submitted by departments

The Highway Department and Fire Department submitted CIP project forms. The CIP committee discussed that on the project form it would be helpful to adda date needed section. Laurie Colburn suggested the idea of establishing a deferred maintenance category and offered to create an excel sheet to itemize request amounts. The CIP committee asked the Highway Department to be more specific with dollar figures. Pam Bruss had some questions in regards to the chipper form submitted and if the cost would be spread over the course of ten years. Claire stated items are expended in one year but that saving for that item may occur over the course of a number of years. 

The Highway Department submitted a form for the Brush chipper with the cost being $50k- The Highway Department stated they would be happy with a used one for $25k. Their concern with a used chipper would be with the warranty. Karen will send the form to the Committee.

Carol Troy will confirm with the Fire Department and Highway Department if September 1st, 2020 will work for their interviews.

Other Business:

  • Claire stated police radio equipment and facility costs will need to be added in the future as well for the Police Department.
  • The CIP committee discussed adding a section on the request forms to include  items previously requested that are no longer be needed. The Committee will review on going or existing projects so there is a time frame and idea of what is of high priority.
  • The CIP committee discussed streaming the meetings and posting instructions to attend via ZOOM. CIP agreed that moving forward meetings will be streamed and available remotely to attend.

The next CIP Committee meeting will be held on September 1st,2020 at 7:00 pm.
