Meeting Minutes

Master Plan Update: Joanne Cassulo and Katie Nelson presented preliminary drafts for the Natural Resources Chapter of the new Master Plan. The BCC reviewed the Recommendations section at the meeting, approving Joanne’s changes with some additional suggestions. CNHRPC will complete a draft of the chapter, including a Chapter Vision statement, and forward electronically to Ann Eldridge for distribution to the BCC. BCC plans to review this draft at its September meeting 9/18/2018.

Minutes of meeting of 7/17/2018 were reviewed and approved.

Treasurer’s report: At the BCC Treasurer’s instructions, the Town Treasurer moved $50,000 from the Land Protection Fund savings account to a 19 month CD yielding 2% interest. The Conservation Commission’s 50% share of Land Use Change Taxes received in 2017 amounted to slightly over $600, which was deposited directly into the Forest Maintenance Fund by the Town Treasurer.

Beaver Deceivers — Skip Lisle has completed or nearly completed the beaver flow regulating device at the culvert on West Rd and is about to start working at the culvert on Forest Street. Advance payments totaling $2,000 have been made to Skip — $1,000 from the grant and $1,000 from the Town of Bradford Land Protection Fund.

Donations to this project to date include $100 made to the Town of Bradford and deposited in the General Fund, and also over $1,300 made to the Bradford Rural Heritage Committee (RHC).

When Skip has completed the work, Seth will ask him for an invoice, to the Town of Bradford, for the balance due less the amount of donations held by the RHC. Upon receipt of the invoice, the BCC Treasurer will ask the RHC to pay Skip directly what they have for this project, and direct the Town Treasurer to pay the balance due, with $100 to come from the General Fund (representing the donation made directly to the Town), and the remainder to come from the Land Protection Fund.

Adopt-a-Road: Doug Southard passed out initial reports on Class 6 roads submitted for the Adopt-a-Road program. Doug has taken over the compilation of reports, with an electronic file for each road. He encourages people to submit photos and GPS data, along with forms and narrative reports.
