The meeting was called to order at 7:00 PM

Appearances:

Mike Elms and Jim Raymond Re: preliminary consultation for lot line adjustment Map 2 lot 65 (Elms) and Map 2 lot 60 (Raymond).

Mike Elms presented proposed lot line adjustment. Elms and Raymond share a driveway that is partly Lord Road which was previously a town road decommissioned by the town in 1996. The lot line adjustment proposed by the landowners would create two non-conforming lots. After discussion between the Board and the landowners it was decided that the possible paths forward would be either the landowners go before the Zoning Board for a variance or they continue using their land as it is currently.

Motion; Carol Troy motioned to adjust the order of appearances to move Walter Royal after other business. Second Laurie Colburn. All ayes

Other business: Lisa Fantasia of 596 Newmarket Rd in Warner initial consultation with the Board. She is taking over the lease of the Bradford Junction Restaurant and Bakery from the current owner Kayla Hamel. She will be running a bakery “Wicked Sweet Cakes and Treats”. Initially it will be bar seating with bakery items and coffee. At some point (hopefully in approximately 2 months time) she will include breakfast and lunch. Timeline: Bradford Junction will close February 13. Lisa will then proceed with an inspection then Planning Board approval. There will be a new sign in the same location and size as the current sign.  The Planning Board is in agreement that this is not a change of use and will officially vote on this at the next meeting on February 22, 2022

Walter Royal (Building Inspector) Building Permit Application Review

Discussion between Walt Royal and the Board about how best to make changes to the town’s current building permit application to make it more clear to both applicants and the Building Inspector.  Pam read into record a letter from Ann Eldridge of the Conservation Commission regarding building permits. Additions to the application were discussed by the Board and Walt Royal. Pam will email updates of the application with suggested changes to Walter and the Board then on to the Select Board for approval.

The addition of a new application form for lot line adjustments was discussed. Currently the town does not have one and instead a more cumbersome subdivision application is used for lot line adjustments. The Board will use the current application from the Town of Newington as a starting point. That application will be changed to fit the needs of Bradford. It will be reviewed further at the next meeting.

Pending: Lot line adjustment form, Shoreline protection from (at the request of the Zoning Board) , review of the final version of the table of uses, final review of the noise ordinance.

Communication: Elections: Planning Board: Laurie Colburn currently running for the 1 year opening. Carol Troy running for 1 of two seats open for 3 years. Laurie will write in for the 3 year seat and Sonny Harris will write in for the 1 year seat.
