7:00PM

Call to Order and Roll Call:

Marcia Keller, Chair called the meeting to order at 7:00pm with Don Jackson, Mark Keith, Jim Bibbo, Phil LaMoreaux, Vice Chair, Harry Wright, Selectmen Representative and Marge Cilley, Secretary present. Sonny Harris, Selectmen Representative, was absent. John Greenwood was absent. Caryl Walker arrived at 7:29pm.

Also in attendance was Mike Tardiff, Director and Matt Monahan, Circuit Rider from Central New Hampshire Regional Planning.

Review and Consideration of September 25, 2012 minutes.

Motion was made by Jim Bibbo to approve the minutes as presented. Seconded by Phil LaMoreaux.

Marcia Keller, Chair pointed out the last sentence on first page should read: Building Inspector should not issue a sign permit. Motion carried 5-0.

Don Jackson CIP:

Don Jackson advised the CIP form is not in the form to be presented at this time.

The Highway Department needs to be addressed and the Town Hall Restoration proposal needs to be in. Hopefully the information will be ready at the next Planning Board meeting.

Sue McKevitt – Re: Trifolds:

Sue McKevitt was not in attendance this evening.

Cheryl Behr – re: Lois Knapton property:

Cheryl Behr explained that Lois Knapton purchased a piece of adjoining land from the Town of Bradford in 1997 for $1,000, which is on the Town Warrant. There was never a Lot Line Adjustment done.

At this time, there needs to be a signed Mylar, stamped by the surveyor, available to record this transfer at Merrimack County Registry of Deeds. Cheryl Behr has an Application for Sub-division and Marcia Keller, Chair advised there will be help in filling it out if needed.

Question is, who will be responsible for the payment of the required survey, and this will be checked out by Cheryl Behr.

Jessie Singh: Cheryl Behr: Re: Curb Cut on 102 East Main Street

Cheryl Behr advised she has been in contact with Mike Croteau and Jose Lovell from Kleinfelder and there will be a re-setting of the curb tomorrow on Map 17, Lot 3, allowing the 18 foot driveway to be [one]-way, which is in compliance with the Site Plan.

A letter from Mike Croteau, Kleinfelder was read by Cheryl Behr. (Letter on file).

Mike Tardiff and Matt Monahan, Central New Hampshire Regional Planning:

Mike Tardiff, Director and Matt Monahan, Circuit Ryder came before the Planning Board regarding Economic Development with some definite ideas on how to jump start Bradford’s growth. The Master Plan could be used as a preliminary guide. Participation in economic development strategy is useful. Capital Regional Economic Development Strategy (CEDS) is a newly formed group that meets for about an hour or so every quarter. One thought is to pay attention on what is going on in the regional vicinity of town and building from that – Cluster of Industries Analysis. Some other areas to consider is, broadband, health administration as well as support, education, professional and scientific fields.

Matt Monahan advised an Economic Committee should be set up and Laura Hallahan, Harry Wright and Caryl Walker volunteered to be on this committee to start very soon. Membership for this should include: Planning Board Rep, Selectmen Rep., Budget Committee Rep. for a more diverse prospective.

One suggestion was to aim high.

Mike Tardiff volunteered to be of assistance in any way they can in setting up an Economic Committee and helping to get it started

Mike Tardiff and Matt Monahan advised they will write up an article to be put in the Bradford Bridge regarding CEDS for public information.

Bradford Management – Jesse Singh-Re: Boundary Line Adjustment, Map 17, Lot 66:

Marcia Keller, Chair handed out the Plans and Application form for Jesse Sing for a Boundary Line Adjustment on Map 17, Lot 66. Dave Eckman, Eckman Engineering, represented Jesse Singh. Phil LaMoreaux, Vice Chair went through the check list.

Marcia Keller, Chair seated Caryl Walker for John Greenwood.

Motion was made by Phil LaMoreaux to accept the application as complete for a Boundary Line Adjustment on Map 17, Lot 66. Seconded by Don Jackson. Motion carried 6-0.

Waiver requests were gone over by board members.

Motion was made by Phil LaMoreaux, Vice Chair to approve the Waiver Request. Seconded by Don Jackson. Motion carried 6-0.

Motion was made by Jim Bibbo to approve the Boundary Line Adjustment for Map 17, Lot 66, with the conditions that a letter be written stating when the bounds have been set, and a Mylar submitted acceptable for recording. Seconded by Don Jackson. Motion carried 6-0.

It was noted that five copies of the plan, signed with both signatures is required.

Marcia Keller suggested that all Site Plans be dated when they have been approved.

The Budget sheet for 2013 was received and the secretary will make copies and forward to all board members for them to work on.

Discussion relating to allotting funds for Matt Monahan to work several hours with a committee working towards economic development.

Discussion regarding follow-up letters to the Selectmen regarding the West Road house built from specs that had been denied by the Planning Board.

Also following up on Doug Jackson – Site Plan Review letter that has not been responded to.

Martyn Chivers – re: Permit:

Marcia Keller, Chair advised that at last evenings Selectmen’s meeting Mr. Chivers was advised the Selectmen signed a permit improperly without having a public hearing first, making it invalid. Mr. Chivers advised he would like to put the plan for his junk yard back to where it was. Mr. Chivers was advised that this is regulated by State RSA and not by towns. He was also advised it could be changed by petition, then a modified site plan would be required.

Andrew Pinard came in to the Planning Board and advised he is updating forms on the Web and was asking for any information for current information for forms the Planning Board has.
