PLANNING BOARD MEETING MINUTES
DECEMBER 11, 2012
7:00PM

Call To Order and Roll Call:

Marcia Keller, Chair called the meeting to order with Don Jackson, Jim Bibbo, Mark Keith, Caryl Walker, Alternate, Phil LaMoreaux, Vice Chair, Sonny Harris, Selectman Representative and Marge Cilley, Secretary. John Greenwood was absent.

Marcia Keller, Chair seated Caryl Walker for John Greenwood.

Review and Consideration of November 13, 2012 minutes:

Motion was made by Don Jackson to approve the November 13, 2012 minutes as presented. Jim Bibbo seconded. Motion carried 6-0. Sonny Harris abstained.

Notice taken of letter to Autumn Rose.

Conceptual consultation – Subdivision- Barry Wheeler – Center Road – Map 2, Lot 104-1:

Barry Wheeler brought in a map to show his existing house and driveway and to also show where he wants a block of three acres to subdivide. Marcia Keller advised she had pulled out a Variance from The Zoning Board of Adjustment file from April 11, 2006 which was read. The Tax Map does need to be corrected, as Lot 104 andLot104-1 are listed in reverse. Many questions and discussion ensued.

The following was listed as a requirement:

1. A Sub-Division Application is required.

2. No new Street Platt Application required, unless Barry and Marshall want it. Can be considered further.

3. Survey of acreage broken off is required for five acre parcel. Talk with Surveyor to discuss the best way to deal with Right of Way.

4. Identify Right of Way to the Street Plat and reference the Right of Way to Marshall Hill Road.

5. Request for waiver can be done for TOPO

The Surveyor is free to contact the Planning Board for any questions they may have.

Don Jackson – Discussion with Selectmen Results:

Sonny Harris, Selectmen and Barry Wheeler, Selectmen reviewed the meeting with the Building Inspector resulting from the discussion Don Jackson had with the Selectmen. Their meeting was held today. It was discussed that it needs to be made clear that on the Building Permit the Applicant is aware of Planning and Zoning requirements and sign so stating. Inspection of locations of footings needs to be done by the Building Inspector. It was also noted that the BOCA Code is no longer in use, but now the State Building Code is used. Other suggestions were perhaps the Selectmen should look at Applications prior to Permits going out, as an attachment. Flood Plain information knowledge is also required.

Attorney Meeting:

The letter from H. Bernie Waugh, Jr. the new Town Attorney who has volunteered to meet with the Boards was read by Marcia Keller, Chair. Also Mr. Waugh had forwarded a copy of the 2012 Municipal Law which was copied and given to members.

William Churchill Heselton:

The Mylar for Mr. Heselton, Rowe Mountain Road has been received for Map 9, Lot 45 & 58 and he has been called in to sign it as well as six copies of the plan for the Boundary Line Adjustment so that it can be recorded at Merrimack County Registry of Deeds.

Lois Knapton Property:

The Lois Knapton Property plan has been received for the sub-division of property on East Main Street. Ray Critch, Lake Sunapee Survey re-surveyed the property and the Town of Bradford will need to provide the following information to the Planning Board Secretary in order to be recorded at Merrimack County Registry of Deeds.

1. A Mylar with a signature line for owner and Town.

2. Six copies of the plan signed by the Town

3. Checks payable to:

Town ofBradfordfor Application Fee  $100.00          USPO for 5 Certified letters to abutters, surveyor and Town $28.75

Newspaper Ad for Public Hearing $40.00

MCRD (LCHIP)  $25.00

MCRD  $26.00

Economic Development Meeting:

Caryl Walker and Jim Bibbo and Laura Hallahan attended the Economic Development Meeting held today in Concord. SWOT was listed by Carol Walker for Analysis for the Town and which stands for: Strengths, Weaknesses, Opportunities, Threats. The next meeting is scheduled for March 8, 2013.

No other business to come before the board, the meeting adjourned at 8:50pm
