Planning Board Minutes 12.27.22

The meeting was called to order at 7:00 on Tuesday, December 27th,  2022.

Members present: Pam Bruss-Chair & Mel Pfeifle-Selectman’s Rep,

Members present via zoom: Carol Meise, Carol Troy-Vice Chair & Doug Troy

Alternates: Katie Olohan

Absent: Laurie Colburn & Sonny Harris

Guests: Matt Monahan-Central NH Regional Planning Commission

Communications: There was no quorum present. Chair Bruss reviewed pending and future tasks.

Fees: Mr. Matt Monahan from Central NH Regional Planning Commission created a new fee structure after researching the averages on applications and comparing to other towns. He noted the Board needs to vote on the fee schedule in order for the Select Board to adopt the fees. After the fees are adopted, the Planning Board can adopt the new applications. Ms. Mel Pfeifle asked to clarify the CNHRPC costs. Mr. Monahan stated the Escrow Plan Review fee would be a case-by-case cost, only covering the time he spent reviewing the applications. Ms. Pfeifle asked if the Building Permits fee covered the secretary costs as well. Mr. Monahan will review with Ms. Pfeifle tomorrow. No further discussion.

Shoreline Protection Overlay District: Chair Bruss noted that Ms. Carol Meise has been working with the Conservation District on the Shoreline Protection review. Planning Board members will review and discuss feedback at the next meeting.

Zoning Ballot Submission: Chair Bruss noted the Zoning Ballot submission is due January 19th. No action is needed by the Board. Chair Bruss will prepare it and collaborate with Mr. Monahan on the Table of Uses.

Town Report 2022: Chair Bruss noted the 2022 Town Report is due to Karen Hambleton by January 20th. Mr. Monahan will work on the Town Report. He asked for the number of applications that came through for site plans, subdivisions, and lot line adjustments.

DES Update: Chair Bruss stated there has been DES action in town on 493 Center Road. A letter was sent out. It was not the Planning Board’s responsibility; the building inspector and Select Board should have followed up. Chair Bruss noted the property owners need to respond now. Chair Bruss informed the Board that 10 Breezy Hill Road also received a letter from DES. There was work done that is running into the Warner River. Previously the Planning Board approved a subdivision, but it does not relate to the problem DES acted on.
