PLANNING BOARD MINUTES

April 14th, 2020

The meeting was called to order at 7:02 pm

Members Present: Pam Bruss (Chair), Carol Meise, Carol Troy, Laurie Colburn, Michael James (Selectmen) and Mel Pfeifle

Members Absent: Tom Dunne and Alternates Steve Chase, Doug Troy and Marlene Freyler

Members of the Public Present: Brooks McCandlish, Richard Deschenes, Claire James, Caleigh Six, Debra Six, Susan Gildersleeve and Cheryl Johnson

To Do:

  • Welcome new Board Member Mel Pfeifle.
  • Elect Chair and Vice Chair.

Motion: Laurie motioned to elect Pam Bruss to be the Head Chair for the Planning Board.

Second: Carol Troy

Decision: All in favor 5-0, Pam Bruss abstained

Motion: Carol Meise motioned to elect Carol Troy as Vice Chair.

Second: Laurie Colburn

Decision: All in favor 5-0, Carol Troy abstained

  • Review and consideration of the March 10th, 2020 minutes.

            Motion: Carol Meise motioned to accept minutes as written.

            Second: Laurie Colburn

Appearances:

  1. Brooks McCandlish appeared before the Planning Board in regards to a Notice of Voluntary Merger of Lots. The lots are as follows: Map 4 Lot 15 located on West Road, Map 4 Lot 31 located on West Road, Map 4 Lot 14 (landlocked) and Map 4 Lot 32 located on Old Mountain Road. Pam read the signed and dated on March 10th,2020 Voluntary Merger of Lots into record.

Motion: Laurie Colburn motioned to approve merger of lots

*Pam will follow up with Brooks McCandlish and get approved documents to the BACC.

  • Public Hearing for Gateway Rentals to add additional storage units. Map 3 lots 82B located on 9 Breezy Hill Road, Bradford NH. Called to order at 7:13pm.

Applicant Richard Deschenes of 56 Davis Road Bradford NH appeared before the Board Via Zoom. Pam read the application into record. Application dated 2/20/2020.

The board has no questions

Applicant Richard Deschenes shared that new infiltration systems have met the requirements from the DES.  Waiting on the approval from the State of NH for the Shoreline protection approval.

Comments from the public:

Communication written on 4/13/2020 concerning Map 3 lot 82B from the Bradford Conservation Commission. Pam read into record. The Conservation Commission is concerned about storm water runoff and future storms.

No further Public comments

The applicant responded that the facility has been there from 2002 and has experienced storms. That being said the applicant feels that we must go through the rules that are in place by the State of N H.

Carol Meise and Carol Troy expressed the desire to hear from the State of NH and its approval or disapproval before coming to a decision. Michael James agreed.

Laurie wanted to know if there was an assessment from the storm water runoff?

Laurie would not be opposed to a contingency of approval, and wants to make sure the State of NH is diligent. Laurie Suggested in engaging in our own engineering resources to review if need be. Mel stated that she feels comfortable with states approval.

Motion: Mel motioned to conditionally approve the application upon final approval from the State of NH for the shoreline protection permit. Upon completion of this expansion the property is at maximum build out. If not approved from the State the application will not move forward.

At 7:48pm the Public Hearing was closed.

*Decision of hearing outcome and the conditions of site plan will be emailed to the applicant.

  • Preliminary Discussion- Caleigh Six of 36 Craney Pond in Henniker NH. Debra Six the owner of 41 fair Grounds Road gave the authority to speak about the property while in attendance Via Zoom. Property currently just under 7 acres road with frontage around 485feet.

Caleigh Six discussed possibly subdividing or adding an ADU to the property. Due to the amount of road frontage Caleigh was unsure of what could actually be done with the property?

The board suggested that it may be better to go with a Subdivision in the event of future sale purposes. If subdividing the owner would need to go to the Zoning Board for a Variance.

No further questions.

  • Susan Gildersleeve a member of the public was present with questions that she read into record in regards to the passed ADU Zoning Ordinance.

Susan wanted to know how owner occupancy is being monitored?

Laurie responded if there were to be construction of an ADU the building permit would verify the owner. There is not a process in place to monitor. If the planning Board became aware that the property is not owner occupied it would be brought to the Selectmen for enforcement of the Zoning Ordinance.

Town of Bradford Master Plan Adoption Public Hearing opened at 8:13pm

Publicly noticed at the BACC, Post office, Bradfordnh.org and in the concord Monitor. Available to read at the BACC and online at http://cnhrpc.org/bradford-master-plan-2020/

Claire James Presented the Master Plan there are 9 chapters as follows:

  1. Vision Chapter
  2. Demographics and Statistics 
  3. Implementation
  4. History and Culture
  5. Community Facilities
  6. Natural Resources
  7. Existing and Future land Use
  8. Housing
  9. Transportation

Hearing open to the public at 9:10pm

Cheryl Johnson had no questions

Pam asked if the Board had any questions or comments?

The Board expressed their appreciation to Claire James for all of her time and diligence on the Master Plan.

Mel asked about routes 103 and 114 business expansion?

Claire responded a snapshot of possible business expansion could be found in the Existing and Future Land Use chapter.

Motion: Carol Troy motioned to accept Master Plan as written and presented.

Other Communication’s:

  • Conservation Commission email read into record in regards to Naughton Recycling and will be on the agenda for discussion at the next Planning Board Meeting.
  • Pam Bruss would like to explore the idea of reestablishing the CIP committee.
