Minutes 12.04.19

Steve Hall called the meeting to order at 7:05pm              

Roll call:

Steve Hall, Jim Pickman, Nate Kimball, and Matt Ordway were in attendance.

Jason Allen and Joe Messer were absent.

Appearances:

Doug Southard appeared and provided the Committee an overview of an Adopt a Road program which focuses on monitoring conditions on Bradford’s Class VI roads. Doug outlined a condition rating that has been put together along with a request from the Select Board to make recommendations on creating Fire Lanes as well as usage limitations. Doug expressed interest in having the Road & Bridge Committee or Highway Department provide these types of guidelines as they are better equipped to make recommendation with their subject matter expertise. The Committee was divided on whether the Town should create Fire Lanes expressing concern regarding how the work would be prioritized and managed. All agreed regulations regarding standard maintenance practices for Class VI roads would be beneficial. Follow up with the Washington Road Agent was recommended to understand the program they have implemented.

Regular Business:

  • The Committee reviewed an engineering proposal from Horizon Engineering regarding a water runoff issue on Cochran Hill. The Committee was in agreement that they saw little value in pursuing the expenditure as an existing engineering plan already exists and, until exploratory digging is done, it will be difficult to determine the appropriate steps that should be taken to correct the runoff issue with a cost-effective solution.
  • Steve shared the results of the traffic study counts done in 2019.
  • The Committee discussed high priority road work identifying:
  1. Pleasant View culvert replacement (funding secured, held off pending regulation changes which reduced the cost of the project).
  2. Crack seal, chip seal, sand seal, hills/terrain concern areas to preserve existing road conditions.
    1. Rowe Mountain Road – est $15,000
    2. Est of $114,000 for other priority roads
  3. Paving projects:
    1. Marshall Hill – est. $150,000
    2. Hogg Hill – est. $90,000
    3. Oakdale Road – est. $130,000
  4. Bridge projects:
    1. West Meadow Bridge – est. $75,000
    2. Center Road Bridge – est. $100,000 (look for grant funding in 2020)

Future Business:

  • The next meeting date is to be determined.
