SELECTMEN’S MEETING
APRIL 17, 2012
5:30PM

The Pledge of Allegiance was said.

Call to Order and Roll Call:

Harry Wright, Chair called the meeting to order at 5:30 pm with Barry Wheeler, Sonny Harris, Cheryl Behr, Administrator, Marilyn Gordon, Treasurer, and Marge Cilley, Secretary present.

RFP’s for Town Hall Restoration:

Four RFP’s were returned from six that had been sent out.

Cheryl Behr, opened and read the name, address and amount which follows:

1. U. K. Architects                    Hanover                                  $12,963.00

2. Christopher Williams, Architects Meredith                 $12,000.00

( Plus reimbursable expenses for mileage, copying etc.)

3. Richard Monohon                             Peterborough               $11.500.00

(Plus $1,500.00 to hire a contractor to perform a building foundation structural report)

4. Dennis Mires                                    Manchester                             $12,500.00

Harry Wright, Chair suggested the Selectmen keep a copy of each and the Town Hall Restoration Committee will have copies.

Harry Wright, Chair thanked the Town Hall Restoration Committee for getting to work on the project.

Review and Consideration of the April 10th minutes:

Harry Wright, Chair advised Mr. Martin stated his meeting was held on Saturday rather than Tuesday as was reported in April 10th minutes. The disk from Mr. Thompson does say in Mr. Martin’s statement “we had a meeting last Tuesday” Harry Wright Chair also stated that in reference to a list of town solutions being handed out to Cheryl Behr, That was not done, and as yet the Selectmen have not received them from Mr. Martin as requested by Harry Wright, Chair. Also reported by Harry Wright, Chair, the point of the Camarie’s relinquishing their time for him to speak, we did not have set times, that is something we can set at specific meetings if we choose, but we did not, and that is not the reason Mr. Martin spoke for thirty five minutes. It was also pointed out that Gary Kalajiian was not approved to be on the Community Center Board, but is on the Library Board for one year.

Motion was made to approve the minutes of April 10th with the above amendments by Harry Wright, Chair. Seconded by Sonny Harris. Carried 3-0.

Perry Teele re: Tax Map errors:

Perry Teele stated that over the past twenty five years, he has been studying the Town of Bradford’s deeds and deed history. During the course of that study he has found there are some errors, omissions etc. on the Tax Map. Up to now, we have not offered any procedure for a land owner to get a correction made on a tax map, short of hiring a surveyor to do it which is expensive and not necessary. Mr. Teele proposed to the town that he be a committee of one to: devise a form that can be used between the abutting land owners, because every line is in error. Providing a simple system to settle data, finding out what the cause is if needed and what should be done about it to make the correction. Mr. Teele would get the two abutters to sign off and bring it to the Selectmen for them to sign off if they are in agreement, then forward to the tax map people to make the correction. The only cost to the town would be if on difficult decisions, some copies may need to be made. A current tax map is requested by Mr. Teele and he would also like permission to use the MCRD Internet Connection, allowing no cost to himself for doing this. An estimate of 50 errors on current Tax Maps was given.

Motion was made by Sonny Harris to accept the offer made by Perry Teele to work on making corrections on the present Tax Map as outlined above. Seconded by Harry Wright, Chair. Motion carried 3-0.

Regular Business:

Cheryl Behr, Administrator advised Bill Thompson, IAMNOW has found and corrected the problem with the Selectmen’s office computer.

Bill Thompson letter re: Digital recording of official Town meetings – Intern Proposal:

Cheryl read a letter from Mr. Thompson dated April 16, 2012, regarding digital recording of official Town Meetings. (Letter follows at end of minutes)

Laurie Buchar re: Concern of Harassment of Public Officials at Public Meetings:

The Selectmen received a letter from Laurie Buchar dated Aptil 16, 2012 regarding concerns about recent events involving harassment of public officials in town. ( Letter follows at end of minutes)

Tim Rodd: Letter concerning Recommendations of Reorganization of the Town Warrant:

Cheryl Behr advised she has/will forwarded copies of a letter from Mr. Tim Rodd to the Budget Committee, showing recommendations of reorganization of the Town Warrant. This will be discussed at a later meeting per Cheryl. Harry Wright, Chair advised this is a long term project.

Accounts payable and payroll manifests were reviewed and signed.

Cheryl Behr advised Erica Gross, Town Clerk has someone coming in to give a demonstration of a Voting Machine and any one interested in attending is invited, tomorrow at 11:00am. It was stated that several surrounding towns are already using this.

The Personnel Manual was reviewed and signed. Harry Wright, Chair advised it is pretty comprehensive.

Intent to cut was signed for William Coulter.

A transfer was signed requesting Marilyn Gordon, Treasurer to transfer $100,000 from Lake Sunapee Credit Line into Bradford Lake Sunapee Account.

Mark Goldberg, Fire Chief Officers:

Mark Goldberg, Fire Chief forwarded a letter with elections of officers for the Fire Department’s 82 Anniversary, held on Monday, April 16, 2012 and are listed below:

Marlene Freyler questioned if anyone has or going to look at the grader? Jeff Remillard advised he will get to it as soon as possible.

The Secretary questioned if the sod that was dug up last winter both sides of the walkway to the front of the Community Center will be landscaped. Jeff Remillard advised there is some grass seed at the highway dept. Also Beth Rodd volunteered to provide some grass seed.

Jon Marden requested an update on the Tax Map, has there been an evaluation done? Cheryl advised all the maps have been sent in to be edited, they had forwarded two pages of corrections and expect it to be completed and back soon.

Mention was made of the upcoming “Special Event” for Sue Pherson, on Friday, April 20, 2012 at 12:00 noon to thank her for her many years of service to Bradford as Town Clerk.

Andrew Pinard questioned if the two to three inches of sand on portions of the sidewalks will be removed soon as he has seen people slip on it. Jeff Remillard advised it is on their schedule, and they will get to it at some point. Andrew also requested if the police could monitor and vigorously police people parking on the sidewalks, specifically in front of the Masonic Hall, and Bank, as well as in front of the Community Center around 5:00pm.

Motion was made, seconded and carried to adjourn to Non Public at 6:15pm per RSA 91 A-3IIa personnel matters.
