SELECTMEN’S MEETING
JULY 7, 2009

The Pledge of Allegiance was said.

Call to Order and Roll Call:

Charles Meany, Chair called the July 7, 2009 Selectmen’s Meeting to order at 5:30pm with Peter Fenton, Jack Meaney, Cheryl Behr, Administrator, Marilyn Gordon, Treasurer and Marge Cilley, Secretary present.

Consideration and Review of June 30, 2009 Minutes:

Motion was made by Charles Meany to approve the minutes with the following edits.

1. Page 1, first sentence under Appearances should state: 1 door and one ramp is left to be done, as pointed out by Jack Meaney. Also, same page, next sentence should remove period after the word not. Mr. Fenton advised on page 2, second paragraph, 5th line should read: This not only has to be cleared by the Selectmen, but also at town meeting. Jack Meaney seconded the motion. Motion carried 3-0.

Appearances:

Mrs. Julie Gruber of West Meadow Road came before the Selectmen regarding her property and the new bridge guard rail. About 4 feet of their driveway has been taken and now has a huge curve. She also advised that the oil truck, Fedex, and UPS driver’s have indicated to her that it is really difficult to get up their drive. A beautiful natural barrier to the brook has been taken away. Mrs. Gruber indicated her husband had communicated with Mr. Hanson who agreed to put back the 2 boulders and 2 trees, which has not been done.

Charles Meany, Chair requested the Gruber’s put this in writing to the Selectmen so they can see if they can reconcile the problem.

Steve Lucier, Road Agent advised the road sealant to do Old Warner Road was quoted at $76,000 from Pike Industries.

Regular Sealing is $40,000 from the Warrant Article, $14,000 is in the asphalt budget. It was stated that the $40,000 that was voted at Town Meeting did not discuss the actual road to be used on. It was discussed that from Route 114 to the top of the hill on Old Warner Road is in poor condition. Sealant was quoted at $80.00 per ton and it would take 5 tons. Steve Lucier, Road Agent advised chip seal is only as good as the road it is put on. It was stated that the Road Committee agreed with repairing Old Warner Road. It was also mentioned that the town hall parking area and maybe sidewalks need to be dug up.

Motion was made by Peter Fenton to seal the lower part of Old Warner Road past the Willett property, including culverts and address the part from Route 114 to the Willett property with the remaining to be done on Fairgrounds Road. Seconded by Jack Meaney. Motion carried 3-0.

All State Asphalt will be asked to do the work by September.

Painting at the new Highway Garage was discussed and they need to check with Mr. Sailer regarding where the beams that need painting came from, so they will get painted one way or another. Peter Fenton advised he wants a good painting job done, without paint being splattered where it doesn’t belong. The Building Inspector is expected to inspect the new building tomorrow.

Motion was made by Peter Fenton to pay the remaining vendors directly, and not to Mr. Sailer. Seconded by Jack Meaney. Motion carried 3-0.

Steve Lucier, Road Agent presented a report he has prepared for: 1. Projects completed, first quarter. 2. Truck Repair, second Quarter. 3. Projects for the 3rd quarter.

Steve advised most everything has been put in the new garage.

Marlene Freyler came before the Selectmen advising the BBA wants to pay for flags and holders. She also reported that the ground was torn up at Brown Shattuck field from the heavy vehicles there during the 4th of July. The BNSYS requested to know what is going to be done about it. Cheryl Behr, Administrator advised the BNSYS does fertilize, mows and maintenance of the field. Marlene advised the 4th of July Committee does have $160.00 from venders they could pay. She also indicated Mike Ripberger volunteered to do it for nothing. Charles Meany brought up that electrical service also needs to be upgraded.

Motion was made by Peter Fenton for the 4th of July Committee to pay the $160.00 to BNSYS to defray costs of repairing the ruts made in the field. Jack Meaney seconded. Motion carried 3-0.

Favorable comments were made regarding the Fire Department not using horns and sirens during the 4th of July parade.

Accounts payable and payroll manifests were reviewed and signed.

DRA inventory form was signed.

Dog warrant was signed.

Veterans Exemption signed.

Cheryl Behr, Administrator read an e-mail from Mark Goldberg and Mr. Branch regarding Americorp paperwork from the Fire Dept. It was thought this was geared towards a full time department. It will be discussed further by the Selectmen.

Cheryl Behr, Administrator also stated that the Chief of Police advised their numbers were down 50% over the weekend, and the State Police were called twice.

Cheryl Behr, Administrator read a letter from the Planning Board submitting two names as representative for CNHRPC, Perry Wright and Bill Glennie.

Motion was made by Charles Meany, Chair to submit the names of Perry Wright and Bill Glennie as representatives from Bradford for CNHRPC. Seconded by Jack Meaney. Motion carried 3-0.

Motion was made, seconded and carried to go into Non-Public Session per RSA 91:A:3:II for personnel issues.

Present at the Non Public Session were: Charles Meany, Chair, Peter Fenton, Jack Meaney, Cheryl Behr, Administrator and Marge Cilley, Secretary.

No decisions were made. Minutes are sealed for this meeting.

Restrictions for the elderly.

Police Grant.

65 people attended the roast beef dinner at the Community Center on July 3rd.

Natures Circle Summer Day Camp at Community Center.

Peter Fenton had noticed a banner across Route 103 in Newbury.

Peter Fenton thanked Charles Meany for his work on the new Town Shed. Jack Meaney was also thanked.

Also, drainage needed and curbs for the anticipated sidewalks.

Charles Meany, Chair advised he is working on obtaining prisoner help in working on tearing up sidewalks as well as town hall parking lot.
