SELECTMEN’S MEETING
APRIL 24, 2012
5:30PM

The Pledge of Allegiance was said.

Call to Order and Roll Call:

Harry Wright, Chair called the meeting to order at 5:30pm with Barry Wheeler, Sonny Harris, Cheryl Behr, Administrator, Marilyn Gordon, Treasurer and Marge Cilley, Secretary present.

Review and Consideration of April 17, 2012 minutes:

Harry Wright, Chair advised on page three, 4th paragraph down, Jeff Remillard, Road Agent stated there is no grass seed available at the town sheds.

Motion was made by Barry Wheeler, to approve the minutes with the edit. Sonny Harris seconded. Motion carried 3-0.

Perry Teele-Deed Material:

Perry Teele advised he has three tax map errors to present to the Selectmen tonight on a very preliminary form which he would like them to look at and comment on. Three items listed tonight are: 1. A lot that does not exist. 2. Totally miss-drawn lot. 3. Line is in the wrong place, making one lot larger and one lot smaller.

Perry suggested if the Selectmen agree with the form, they could forward to the tax people and let them take a look at it for additions/subtractions, if they do not, then Perry will proceed to do some more. Cheryl Behr advised the tax map is only updated once a year.

Marcia Keller, Planning Board Chair suggested that even if the tax map does get updated only once a year, if there is any changes that could have any bearing on anything that comes before the Planning Board, could they please be advised. This was replied to in the affirmative.

Jeff Remillard regarding staffing:

Jeff Remillard, Road Agent advised that the foreman of the highway department left as an employee, making the department short handed. Jeff requested they make someone that is employed at the highway department be foreman in his absence during vacation etc. Jeff also advised at least one of the employees that have left the highway department should be replaced. Jeff stated a part time person could be hired for a while on a call basis, with a full time hired by September. Barry Wheeler questioned what projects the highway department want to do, to which Jeff advised brush cutting, lot of ditching to do and paving to look at as well. It was pointed out that Jeff does have a scheduled vacation coming up soon. Cheryl Behr advised the position has to be posted in house and if no one is qualified for the position, then it is posted outside. Harry Wright, Chair advised this will be done per procedure. A posting for a part time highway department employee for a 35 hour week maximum will be done.

Harry Wright, Chair advised the shimming project was discussed on Pleasant View Road, and at this time the Selectmen unanimously agreed that the money should not be put in all one place at this time, which is giving the Road Agent sufficient direction to “patch at will” prerogative.

Jeff Remillard advised he has talked with Warner and they are willing to trade off the use of our long arm mower for the use of their street sweeper. This would be trading a day for a day. The Selectmen unanimously agreed to this.

Jeff also advised that someone has been up to look at the grader however there has been no price given at this time. This will involve a replacement motor and the transmission does need to be re-built per Jeff Remillard.

Dick Keller – First Quarter Expense Report:

Dick Keller, Chair Budget Committee commented on concerns of the first quarter expense report.

4130        Executive is – 9.7% over budget, basically made up of Software, which Cheryl Behr advised this is an annual fee, and Printing which was for the Town Report.

4140        Ballot Clerks – Out of funds-Money in rest of 4140 could cover this.

4312 Highway Dept. is over $59,000 in the first quarter. Wages and Over

Time wages are over 33%

Equipment Rental Budget is $5,000.00 with expenditures at $4,400.00. Supplies, chains and blades $10,000, spent in 1st quarter $9,784.00.

Dick Keller suggested the Selectmen follow this a little more closely. Harry Wright, Chair advised the Selectmen will review this and get back to the Budget Committee next week. Sonny Harris requested a copy of Dick Keller’s concerns. Sonny Harris questioned Jeff Remillard if there is going to be some mechanism where there is a periodic accounting provided to the Selectmen of what is going on? Jeff advised most of the budget gets spent in the first four months. Cheryl advised she does give statements periodically. Discussion ensued.

Eileen Kelley – Town Hall Restoration Committee:

Cheryl Behr read a letter from the Town Hall Restoration Committee regarding recommending an Architect for the Town Hall Restoration. (Letter at end of minutes)

Harry Wright, Chair advised the Selectmen have reviewed the four proposals and concur with the recommendation of the committee, that being Richard Monahon,Jr.,AIA Architects.

Motion was made by Harry Wright, Chair to approve Richard Monahon’s proposal and review his contract with council for signature for next week if practical. Sonny Harris seconded. Motion carried 3-0.

Mark Saxby- Building permit:

Mark Saxby questioned how he goes about obtaining a building permit. As this is being addressed at this meeting, Sonny Harris asked Mr. Saxby if he would wait for a few minutes.

Regular Business:

Accounts Payable and payroll manifests were reviewed and signed.

IGE for sidewalk project:

Cheryl Behr advised they are short staffed in the office this week.

The Independent Government Estimate (IGE) form needs to be completed by the town

for the consultant construction services, to provide services to the following, but not limited to on site construction observation, federal labor assistance, or compliance coordination. (Complete information is on file) Cheryl Behr advised this does need to be done before getting to the next stage.

Safe Route To School:

Cheryl Behr advised the corner of East Main Street and Route 114 is a poor place for a cross walk. Steve Williams, CNHRPC prepared a road safety audit application, which does not have a fee attached to it, but it does go to the state who does design a cross walk.

This is funded by DOT per Cheryl Behr. The Selectmen unanimously agreed to do this.

Center Meetinghouse lawnmowing:

Cheryl Behr advised that Dick Moore who was going to be mowing the lawn at the Center Meetinghouse is now not able to do this and questioned how to get it done. They will check with the landscaper the town uses to see if they can do it.

Intent to cut was signed for Edward Flinkstrom, Map 5, Lot 108

Retirement Program:

Cheryl Behr advised the number of people have shrunk from 8 to 2 in the Retirement System, the police department not being included. At this time, Cheryl advised she is not sure if Lincoln National will continue carrying them. Selectmen will look into this.

Cemetery – Tom Riley:

Tom Riley gave a list of equipment to Cheryl, owned by the town, lawnmowers, trimmers etc, and will check with the landscaper to see if they are interested in purchasing any of it.

Palmer Porter:

Palmer Porter, North Sutton, appeared before the Selectmen regarding the position of Building Inspector. A letter of credentials were looked at by the Selectmen and passed around to the public that attended. Sonny Harris advised they need someone to do the Building Inspector position on an as needed schedule. Mr. Porter advised he has his own liability insurance. Mr. Palmer advised he is willing to go out as required. It was questioned if Mr. Porter could help with the IGE form for the sidewalk, to which he agreed to work on. Mr. Porter will talk with Mark Saxby after this meeting.

Health Officer:

The Health Officer is an appointed position and question is, if the position needs to be posted. Decision is for Mr. Porter get started and be more formal in a couple of weeks per Harry Wright, Chair. A new fee schedule is first and foremost at this time.

Motion was made to go into Non Public per RSA 91A3IIb – Contractor at 6:35pm.
