Board of Selectmen Meeting Minutes

May 15, 2017

 

Pledge of Allegiance

Meeting called to order at 5:30pm

Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Jim Bibbo, Selectman; Karen Hambleton, Town Administrator was in attendance

Absent: Marilyn Gordon, Treasurer

Appearances:

  1. Ann Eldridge-Conservation Commission: Ann introduced Chris Connors from Trout Unlimited who  discussed the Warner River Watershed Conservation Project. There will be two workshops for Flood Resiliency and Community Action on June 14th and 28th from 4-6:30pm. She informed the Board that attendance could help increase future funding opportunities.
  2. Michele Halsted-RHC: The RHC continues to work on the recreational rail trail. They are planning a one-mile stretch from the Appleseed Restaurant to the Bradford Market following Rt. 103. They have applied for grants and are accepting donations, however more funding may be needed. Michele also asked the Select Board to sign a Land Owner Project Permission Form; the Board signed it.
  3. Town Hall: John gave a recap of last week’s discussion as to the time frame of lowering the building. Carl Rubchinuk mentioned that hurricane season is not far away and they may want to look into getting perimeter drains, and he also suggested the Restoration Committee may want to get an estimate from Rock of Ages in Barre VT regarding the granite. Karen will email Brackett Scheffy regarding these two issues.

Regular Business:

  1. Sign Deed Waivers: 6 Deed waivers were presented to the Board; they signed waivers for Map 9/Lot 13, Map 9/Lot 6, Map 6/Lot 65, Map 3/Lot 1 and Map 5/Lot 81. A waiver was not signed for Map 9/Lot 52.
  2. Timber Tax Process: Sonny will take the forms and do a preliminary calculation and bring back to the Board to review at next meeting.
  3. Next Monday May, 22nd at 5:00 pm the Board will meet with the Town of Sutton Selectmen to discuss joint efforts/regionalization. There will be a Bradford Selectmen’s meeting at the Bradford Community Center following the Sutton meeting.
  4. Request to change date of Town Halloween celebration: There has been a request to have the date changed due to the 6th grade trip to “Natures Classroom”. The Board does not feel that changing the date is in the best interest of the Town. Bradford will continue to celebrate Halloween on Oct. 31st.
  5. The Board accepted Funds for the Town Hall Restoration Fund
  6. Board signed Personnel Action Form
  7. Board signed timber Tax Abatement for Map 4/Lot 5 and Map 5/Lot 2

Other Business:

  1. Tom Dunne requested a non-public meeting for next week and asked that the Tax Collector attend.
  2. The Preschool lease has not yet been renewed and there is some question as to whether or not they will be continuing next year. They have asked to attend a Select Board meeting in June.
  3. Atlas Fireworks: Karen left a message with Atlas regarding the fireworks and has not heard back.
  4. On May 24th Rob Steiz, Felicia Starr, Edward Shaughnessy, and Carl Goldberg will be honored at the NH Police, Fire, and EMS Foundation Banquet. The Select Board is invited to attend.

Accounts Payable and Payroll Manifest reviewed and signed.

Minutes of May 8, 2017 meeting were reviewed and accepted with no change.

The next Selectmen’s meeting will be held on Monday, May 22, 2017 at the Bradford Community Center.
