Selectmen’s Meeting

October 18, 2011

Pledge of Allegiance

Roll Call: Harry Wright, Chairman, Jack Meaney, Selectman, Barry Wheeler, Selectman

Appearances:

1. Marc Goldberg questioned the Selectmen on the status of the 911 maps and the naming of private roads/driveways with two or more homes. Trudy Willett has been working with Casey Carlson of 911 mapping and maps are being prepared for review.

2. Marc Goldberg questioned the selectmen on submitting their budget with items from the CIP. Should they be done in tandem, or added to the operating budget. The Selectmen recommended adding smaller items into the operating budget. The discussion concerned mainly the replacement of narrow band communications equipment which will need replacement prior to Jan 2013.

3. Jon Marden read a letter to record from the Chairman of the Budget Committee, Gary Wall, complaining of the short window presented for the budget committee to review the employee health benefits. He questioned information previously given to him concerning the process. Cheryl Behr took issue with the personal nature of the allegation. Letter attached to minutes filed in the town hall.

4. Chris Frey questioned the status of his inquiry into the school apportionment issue. He recommended the Board of Selectmen maintain contact with Andy Sanborn for action. Chris also questioned the status of the properties to go to tax sale.

Regular Business:

1. Accounts payable and payroll manifest were reviewed and signed.

2. The Boston Post Cane was presented to Edythe Craig on Sunday, Oct 16, 2011. Fifty eight friends and relatives attended the celebration at the town hall.

3. TAN note was signed. The treasurer will deliver the signed note to the bank.

4. Tax rate set – the Town Tax rate is 22.90 for the 2011 tax year. This is an increase of $2.32 over 2010. The school obligations account for $1.61 of the increase, town increased $.71 and the county portion decreased by $.10. Tax bills will be mailed out next week.

5. Budgets – Highway, Executive, Gen Gov, Library, Insurances, Other Govt, Legal, Building, TAN note, and Long Term Debt budgets were presented to the Selectmen for review.

6. Health insurance rates will be released on Thursday, Oct 20, 2011

7. Cheryl Behr relayed a request to the selectmen from Marcia Keller to the status of the Lumber Barn sign enforcement and the Demers sign enforcement. Another enforcement issue for consideration was the Autocraft cleanup. Comment from the audience questioned the existence of the Bus parked on property owned by Chase Kenyon. The Building Inspector and the Police will be dispatched to discuss the matter with the homeowner.

8. WeatherCheck contract for signature – will be forwarded to legal counsel for review.

9. Update on transfer station baler – Harry believed the delivery will take several weeks.

10. Continued repairs to Town Hall – the motion was made and seconded to move the town offices out of the town hall and temporarily establish them in the Community Center. All work will be suspended at the Town hall until a comprehensive plan is prepared.

11. Non public session per RSA 91A:3:IIc – bankruptcy. Unanimous agreement to move to non public session at 6:55pm. Decision made to request additional information from applicant. Non public adjourned at 7:30pm. Public meeting adjourned at 7:35pm.
