TOWN OF BRADFORD
ZONING BOARD OF ADJUSTMENT
AUGUST 3, 2011
7:00PM

Call to Order and Roll Call:

Brooks McCandlish, Chair called the meeting to order at 7:07pm with Nancy McEachern, Harry Wright, Selectman and Marge Cilley, Secretary present. Richard Dionne arrived and Harry Wright, Selectman left the meeting.

Review and Consideration of July 6, 2011 meeting:

The secretary was not at the July 6th meeting and no minutes were available tonight.

Notice of Decisions from the Planning Board:

The following Notice of Decisions were received from the Planning Board

1. Ed Fowler                Subdivision                               Map 5, Lot 36

2. Joe Torro                 Lot Line Adjustment                 Map 4, Lot 29 & 30

3. TDS Telecom           Site Plan                                   Map 18, Lot 38

4. Wheeler, B.  Gravel Permit                           Map 2, Lot 104-1

5. Hasey/Hogancamp Subdivision                                 Map5, Lot 64 & Map 9, Lot 8

The members voted unanimously to vote Harry Wright in as Alternate to the Zoning Board of Adjustment.

Jim Wall 10 High Street-Map 16, Lot 8 Public Hearing:

Jim Wall came before the ZBA requesting an approval of his Variance Application, Number V 2011-1, to add a 16 X 30 foot bedroom to his home. Brooks McCandlish, Chair read the Application and the description of the property. Letters from all the abutters were in favor of this project and were acknowledged by the Chair. It was noted that all the Certified letters went out and returns received. All questions and answers were read by the Chair. There being no Public Input, Brooks McCandlish, Chair closed the Public Hearing. All five criterions were read and agreed upon as having been met.

Motion was made by Nancy McEachern to approve the Variance as being complete. Seconded by Richard Dionne. Motion carried 3-0.

A Notice of Decision will be forwarded to the Applicant.

Brooks McCandlish, Chair stated that any affected party has the right to appeal the decision.

Jim Wall thanked the Zoning Board of Adjustment for the ease of this process.

Martyn Chivers-Breezy Hill Road-Special Exception- Map 3, Lot 74-Michael Norman, Horizon Engineering representing Mr. Chivers:

Michael Norman, Horizon Engineering represented Martyn Chivers regarding an Application, Number S 2011-1, for a Special Exception for a Motor Vehicle Salvage Yard at 10 Breezy Hill Road. This proposed recycling center is located in a Rural/Residential zone. Explanation of the Application and map were gone over and discussed. Mr. Norman advised a DES permitting is a Notice of Intent which would be forwarded with the Town approval. Brooks McCandlish, Chair advised once the Application has been accepted, the ZBA will notify the Town Departments.

Motion was made by Nancy McEachern to accept the Application for a Special Exception for Martyn Chivers as being complete. Seconded by Richard Dionne. Motion carried 3-0.

A Public Hearing will be held September 7, 2011 at 7:00pm.

Corsair Realty, Harriet Hobbs, Manager- Pleasant Valley Road, Special Exception-Map 7, Lot 29. Represented by Ed Hauck:

Ed Hauck came before the Zoning Board of Adjustment for a Special Exception Number S 2011-2, for Corsair Realty Gravel Pit. The application and plans were reviewed by the Zoning Board members

The Planning Board conditions have been met and were checked on by the Zoning board of Adjustment..

Motion was made by Nancy McEachern to accept the Application for a Special Exception for Corsair Realty as being complete with the conditions of the receipt of answer to Item number 7 and a current list and labels of abutters received by August 17, 2011. Motion seconded by Richard Dionne. Motion carried 3-0.

A Public Hearing will be held on September 7, 2011 at 7:00pm.

There being no other business to come before the Zoning Board of Adjustment meeting adjourned at 8:25pm.
