Review minutes of January 3, 2024 meeting
Motion: Jim Varney moved to approve the January 3, 2024 meeting minutes as written.

Application by Arthur and Paula Fraser for a Special Exception at 77 Oakdale Road, Tax Map 19, Lot 38 to increase the footprint of a non-conforming building per Article V, section B. 2. c. of the Bradford Zoning Ordinance

From the application: The proposal is for a residential home in a residential-rural zone. The site is able to have an onsite septic system and stormwater management has been proposed for the site. The home is proposed on a pre-existing non-conforming lot of record like a majority of the homes on the street. The proposed use is residential. There is no change from the existing residential use.

Bob Stewart, RCS Designs, spoke on behalf of the Frasers. The building to be constructed is more non-conforming than the original.

Four Letters of support have been received from neighbors.

Facts: Existing house will be razed to build a new home that is expanded. Bounds remain the same. Existing driveway is impervious and will be used as is. There will be a new section of driveway in the back of the house. A new septic system will replace existing system and will accommodate an abutting house. Approval for septic and shoreland are in process.

Bill and Nathanial asked about the imperviousness of the driveway. It was reported that the old impervious surface was 1752 square ft., the new surface is 2879 square ft.

Town agencies have approved. Building permit has not been applied for.

Discussion of criteria:
Nathanial voiced concerns about runoff management. Bob Stewart commented that all drip edges are treated one way or another.

Bill Duffy voiced concerns about development on Lake Massasecum.

Motion: Jim Varney moved to approve special exception with conditions: Approval of septic and shoreline by Department of Environmental Services
