Zoning Board Minutes 06.07.23

Meeting called to order: 7:05 pm

Attending: Jim Varney, Bill Duffy, Laura Beaton, Brooks McCandlish (Chair), Nathanial Bruss (Vice Chair)

Kathleen Bigford, Recording Secretary also attending

Review and approval of minutes of May 3, 2023 meeting.

Discussion of adding name of the potential buyer of Map 3, Lot 21 who was present but unidentified. Laura Beaton seems to remember her name as Mary Carter.

Motion: Bill Duffy moved to add potential buyer “Mary Carter” of Map 3, lot 21 as present.

Decision: 5-0

Motion: Bill Duffy moved to approve the May 3, 2023 minutes as amended.

Receipt of applications: None

Review proposed changes to fee schedule:

From Matt Monahan:

For ZBA:

– Update base fee from $80.00 to $90.00 ($50.00 for the application and $40.00 for newspaper)

– Change abutter fee to $15.00

– Establish a new application and fee schedule for “Equitable Waiver of Dimensional Requirements” that matches the other ZBA fees. Add to fee schedule.

Discussion of the meaning of “Equitable Waiver of Dimensional Requirements”. Brooks will draft an application and present it to the Board.

Motion: Laura Beaton moved to adopt proposed fee schedule from Matt Monahan.

Review proposed Shoreland Protection Overlay District:

Discussion: Article should have a clear purpose and justification so that everyone knows the regulations thus making it easier for the Zoning Board to make a determination when necessary.  

Article and regulations numbers should match Bradford’s Zoning Ordinance.

Draft from another town, Durham?, should be standardized for Bradford.

Motion: Nathanial Bruss moved that notes from Zoning Board of Adjustment be transmitted to the Planning Board on the Shoreline Protection Overlay District

Second: Bill Duffy

Vote: 5-0

Kathleen will transmit the notes to the Planning Board.

Communications and Miscellaneous:

Katie Olohan, Chair of the Planning Board, posed a question to Brooks about the zoning of Map 3, Lot 21, the site plan having been approved by the Planning Board. Katie wants consultation with Brooks and Matt Monahan.
