ZONING BOARD OF ADJUSTMENT MINUTES

October 7th, 2020

7:00 PM HELD REMOTELY VIA ZOOM PLATFORM

Members: Brooks McCandlish, Chair; Ken Parys, Vice Chair; Nathanial Bruss, Beth Downs, and Denise Renk.

Alternates: Robert Hodges (Absent), William Duffy.

Members of the public: Mike Beauregard, Sharon Stockel, Carol Troy, Richard Gates, Dan Higginson, D. Nagel, Tracey Quigley, D Ireland, Alisa Neuneker, Liz Nolin Esq., Rick Deschenes, Neil Tockman, Linda Adamczyk, Stephen Foss, Ellen Azeredo, Kasey Matthews, Carol Beauchemin., Gary Murphy.

Meeting was called to order at 7:00 pm

To Do:

  • Review and consideration of September 2nd, 2020 minutes

Motion: Ken Parys motioned to accept the minutes as written.

Second: Nathanial Bruss

Decision: Ken Parys- Ayes, Brooks McCandlish- Ayes, Nathanial Bruss- Ayes, Denise Renk- Ayes, Beth Downs-Abstain.

New applications:

 Variance Application for Map 23 Lot 15 Applicant Mike Beauregard: The applicant is seeking a variance from Article III section D-I of the Zoning Ordinance. The applicant is proposing to build a 22’x22’; two car garage. The chair Brooks McCandlish read the application into record. The Zoning Board discussed if the application was complete. The Zoning Board discussed if the project has a regional impact. The Zoning Board unanimously decided the project is not a project of regional impact.

Appropriate fees received: There will be a difference in noticing costs. Secretary Katie Olohan awaiting invoice.

*All boards and departments have been notified of the Variance Application.

Motion: Beth Downs motioned that on October14th, 2020 at 3:30pm a site walk will be conducted and a Public Hearing to be held on October 21st,2020.

Motion: Ken motioned to accept the application as complete.

Variance Application for Map 7 Lot 76 Applicant Rick Deschenes:

Attorney Liz Nolin and Engineer Dan Higginson legally authorized to speak on behalf of the applicant were present. The applicant is seeking a variance from Article III section D- III of the Zoning Ordinance. The applicant is proposing the construction of a single-family two-story dwelling unit. The deed information was read into record for property information clarification. The Zoning Board reviewed the application and reviewed the maps submitted with the application. Engineer Dan Higginson explained the map shows the pins and reference lines. Chair Brooks McCandlish read the application into record. The Zoning Board discussed if this would be a project of regional impact. The Zoning Board unanimously decided that this project does not have a regional impact.

Motion: Denise Renk motioned that the site walk will be held on October 19th,2020 at 3:00pm and the Public Hearing on October 21st,2020 at 7:00pm.

Other Communications:

  • Doug Webb was unable to attend for a preliminary discussion.  Mr. Webb will be added to the November 4th, 2020 agenda.
  • Acknowledgement and receipt of a Zoning Complaint pertaining to the Bradford Fish and Game.
  • The Zoning Board reviewed the Budget Worksheet for 2021. The Zoning Board did not have any revisions to make.
  • The Zoning Board discussed meeting with the Planning Board for-zoning amendments.
  • The Zoning Board Discussed attending the Land Use conference being held remotely on October 31st,2020.

Zoning Board Communications:

  • The next Zoning Board of Adjustment meeting will be held on October 21st, 2020 at 7:00 pm, remotely via the Zoom platform.
