BUDGET COMMITTEE MINUTES

FEBRUARY 12, 2014

6:30PM

Call To Order and Roll Call:

Dick Keller, Chair called the meeting to order with Jon Marden, Don Jackson, George Cilley, John Pfeifle, Selectmen’s Representative, Will Hurley, Cheryl Behr, Administrator, and Marge Cilley, Secretary present. Also in attendance was Barry Wheeler, Road Agent. Sue McKevitt was absent.

Review and Consideration of February 5, 2014 minutes:

Motion was made by George Cilley to approve minutes as presented. Seconded by Jon Marden. It was stated by Cheryl Behr that Account 4194 Gen. Government Bldgs cannot use Capital Reserve Money for electricity…Motion carried 5-0. (Will Hurley had not arrived at this time)

John Pfeifle reiterated the discussion by a couple of citizens at the Monday Selectmen’s Meeting that complained that anything was being done with the Town Hall.

Review and Consideration of Public Hearing Minutes on Feb. 5, 2014:

Motion was made by Don Jackson to approve the Public Hearing Minutes as presented. Seconded by George Cilley. John Pfeifle abstained. Motion carried 4-0.

Discussion regarding what Article Nine includes and John Pfeifle stated it includes new roof, Architecture fees and preconstruction costs associated with the renovation of the town hall.

Highway Department Budget:

Barry Wheeler, Road Agent had stated that because of the sand/salt use, fuel and overtime used this year, thus far, he is requesting another Twenty Thousand ($20,000) dollars per John Pfeifle, Selectmen. John also advised the Selectmen have voted unanimously to add it in the budget now. Discussion also included that Capital Reserve can be used for Salt/Sand and fuel, but overtime cannot come out of there.

Motion was made by Jon Marden to reconsider the Highway Budget. Seconded by Will Hurley. Motion carried 6-0.

Motion was made by George Cilley to increase the Highway Department Budget, Warrant Article Eight, Number 17 by adding Ten Thousand ($10,000) with the other Ten Thousand to come out of expendable Capital Reserve if necessary, for Budget Total of Article Eight Line 17 at Four Hundred Seventy Five Thousand Five hundred Seventeen Dollars ($475,517.00)

Motion Seconded by Will Hurley. Motion carried 6-0. Budget Committee Recommends.

Motion was made by Dick Keller to reconsider Article Fifteen. Seconded by John Pfeifle. Motion carried 6-0.

Motion was made to not recommend Article Fifteen as it stands in the February 12, 2014 Town Warrant by Jon Marden. Seconded by George Cilley. Motion carried 5-1. Article stands as previously voted on by the Budget Committee.

Recess called by Dick Keller, Chair for Public Hearing on Remaining Items: 7:00pm

Public Hearing Closed and Budget Committee Meeting Opened 7:20pm

Motion was made by George Cilley to reconsider Article Eight-Line Item 8. Seconded by Jon Marden. Motion carried 6-0.

Motion was made by George Cilley to increase Article Eight, Line Item 8, General Government by Five thousand Two Hundred Twenty Dollars ($5,220. for a total of Fifty Six Thousand Eight Hundred Ninety nine Dollars ($56,899.). Seconded by Don Jackson. Motion carried 6-0.

John Pfeifle advised Town Meeting could possibly be held in Bradford at the Town Sheds. Article Six will need to be changed to so state if that is so, and busses would be available from different parking areas.

Members picked Articles for their discussion at Town Meeting.

Next Meeting: Will be set up if needed.
