Bradford Conservation Commission Secretary’s Report
July 16, 2019, 7pm at Brown Memorial Library

Present: George Beaton, Nathanial Bruss, J Ann Eldridge, Meg Fearnley, Patty Furness, Scott MacLean, Brooks McCandlish and Doug Southard.

Secretary’s Report: The draft minutes of 6/18/2019 were reviewed. A motion was made by Meg to accept the report, seconded by Brooks, and unanimously approved.

Treasurer’s Report: There was no new report.

Map 3/Lot 52-2A: Comments were sent to the Planning Board regarding the site of this building in the 100 year floodplain with concern of pesticides and toxic substances use in this area. Exactly where the floodplain is on the site map is uncertain, and Brooks volunteered to look at the site map at the town offices and inform the group.

Adopt a Road Program: Doug presented the draft Spring 2019 Report collected from volunteer road monitors. After receiving the remaining couple of road reports, Doug will distribute it in entirety to BCC members for proofing. The finalized report will be sent to the Select Board along with any major concerns and/or recommendations with Class VI road use. For consistency in the reporting format, the use of narrative form will be dissuaded among volunteer monitors.

Class VI Road Use: There will be a videographer in the Bradford area to interview individuals concerned with ATV use on Class VI roads on August 17 and 18. Anyone interested can contact Doug for more information.

Ausbon Sargent Landowner Workshop: In preparation of the 9/12 forum, Seth emailed a landowner list of Bradford parcels by acreage to BCC members. The list was reviewed, and prospective Bradford property owners will be invited to participate in this conservation options workshop.

Ausbon Sargent Bradford Bog Walk: An educational walk along the boardwalk and Bradford Hotel and Springs site tour will be held Thursday July 18, 2-4pm, and will be lead by Ann and George.

Trail Signage: The Knights Hill Trail and West Meadow Wetland signs need straightening. George will correct.

Sunset Lane: There was concern expressed by an individual regarding steps and a dock being constructed possibly without permit. Will check with DES.

Bradford Pines: Tom Wilkins aka Silver Bear has generously offered to remove dead trees around the Bradford Pines parking area. Brooks referred Tom to the State (owners of the property) for permission. The members enthusiastically supported the concept of the project.

Old Mountain Road: Problems with surface water potentially impacting wetlands from Class VI road maintenance and grading was discussed. The Select Board will be consulted regarding specific problems.

Non-Public Session: Brooks made a motion that discussion of a potential land conservation project go into non-public session per reasons given in RSA 91-A:3(d), seconded by Scott, and approved unanimously at 8:25pm. The non-public session ended at 8:50pm. Brooks made a motion that the minutes be sealed per RSA 91-A:3(III) to preserve the actions discussed, seconded by Doug, and unanimously agreed upon.

With no further business, a motion was made by George, seconded by Scott, and all in agreement to adjourn at 8:55pm. The next meeting will be held Tuesday August 20, 2019, 7pm at Brown Memorial Library.
