Conservation Commission Minutes 08.26.21

Bradford Conservation Commission Secretary’s Draft Report
Special Session
August 26, 2021, 7pm at Brown Memorial Library
Present: George Beaton, Nathanial Bruss, J Ann Eldridge, Meg Fearnley, Patty Furness, Scott MacLean, Brooks McCandlish, and Doug Southard.
This special meeting was posted by public notice on 8/23/21 at the Bradford Post Office and on the Bradford Conservation Commission website.
340 Fairgrounds Road, Map 2, Lot 42: There is immediate concern on which direction the Bradford Conservation Commission (BCC) should go with the issue of an unpermitted junkyard at this location and its impact on the health of the underlying stratified drift aquifer, the wetlands, the West Branch Brook, and the neighboring properties. Filing an official Department of Environmental Services (DES) complaint was discussed. However, there are seven different DES complaint forms, dependent on the cause of the issue. It was decided that the most appropriate form to use was the Spills Response and Complaint. Doug underscored the importance of confining our case to egregious actions that have been documented, with concern that potentially hazardous waste is not properly stored posing the real risk of a repeat insult to the surrounding environment. Meg made a motion that Ann, representing the Bradford Conservation Commission, file the Spill Response and Complaint form with the NH Department of Environmental Services in regard to 340 Fairgrounds Road, and continue conversing with the NH State and Bradford town regarding this issue. Scott seconded the motion. All present BCC members voted Aye, with no one dissenting.
Cressy Road, Map 6, Lot 74: The sawmill located at this property, and the complaints expressed to the BCC by abutting neighbors, was discussed.
Forest Street: Concern has been expressed to the BCC regarding new construction abutting the beaver pond/beaver deceiver site on Forest Street. George investigated and reported that there is no concern at this time. The site of construction is over 100 feet from the wetland (setback requirement).
With no further business, this special session of the BCC was adjourned at 7:50pm.
Respectfully submitted,
Patty Furness, Secretary
