BRADFORD CONSERVATION COMMISSION

Meeting Minutes

 

Date: August 19, 2008

Time: 7:00 p.m., Town Library

Present: Brooks McCandlish, Meg Fearnley, Carol Meise, Ann Eldridge, Andrea LaMoreaux (Quorum met)

Visitor: Phil LaMoreaux, Chris Frye, Andrea Pinard

I. Previous Meeting Minutes

a. July meeting minutes were reviewed, moved to accept, seconded, and approved by all.

II. Treasurer Report

a. Interest made.

III. Town Firehouse Issue, Chris Frye

a. During next 25 years, town will have to expand firehouse.

b. The Fire Dept. feels that the best spot to expand fire house is land adjacent to the Bradford Pines owned by state.

c. The commission cautioned the Fire Dept. to be aware of wetlands and setbacks.

d. State may be interested in letting town use approx. ¼ acre site if the development rights were given up on another town owned property

e. The commission decided they were open to the idea and when the time was right, could come up with a few good suggestions of town owned land next that abuts state owned land or abuts land with rare/endangered species

i. Some progress made with New England Wild Flower Society.

c. Potential Conservation Easement Project

i. Motion made by Brooks to approve commission contributing up to $1,000 toward appraisal of property. Motion seconded by Meg. No further discussion. All voted in favor of motion.

ii. Action Item: Ann will investigate this further with Ausbon Sargent.

d. Moose Plate Grant

i. Action Item: Ann will look into how 2007 grantee got a grant for a Natural Resources Inventory.

e. NRI Mapping

i. Brooks drafted request for qualifications and committee members reviewed.

ii. Andrew Pinard (Selectmen) said that a request for qualifications is acceptable.

iii. Action Item: Ann will email revisions/comments.

f. www.bradfordnh.org i. Action Item: Ann will get graphic of trail maps to Andrew Pinard.

V. Planning Board Comments

a. Chivers, boundary line adjustment

i. Proposed right of way would involve two wetland crossings and work would occur within wetland buffer

ii. Would force a conditional use permit.

iii. Commission decided that does not meet the requirements of a conditional use permit.

iv. Also, Comprehensive Shoreland Protection Act boundary not shown.

v. Action Item: Commission will submit comments to the Planning Board.
