Mobile Homes and Trailers

MOBILE HOME AND TRAILER ORDINANCE

SECTION I: PURPOSE

The purpose of this Ordinance is to provide minimum standards for the regulation of mobile home, trailer parks and individual mobile home and trailers within the Town of Bradford, New Hampshire.

SECTION II: DEFINITIONS

1.         “Mobile Home” means a dwelling on wheels, commonly known as a house trailer, equipped with running water and sanitary facilities, bath and toilet. If the unit is jacked or blocked up so to be immobile it shall nevertheless be governed by this Ordinance.

2.         A “Mobile Home Park” is land upon which two or more mobile homes are parked and occupied for living purposes.

3.         A “Trailer” is a mobile unit equipped with, or without, sanitary facilities. A trailer shall also mean Tent Trailers, Truck Campers or other sleeping facilities other than a mobile home.

4.         A “Trailer Park” is land upon which two or more trailers are parked and occupied for camping or temporary living purposes.

SECTION III: Trailer Parks

Trailer Parks will conform to the sanitary laws and regulations of the State of New Hampshire Department of Health and Welfare.

SECTION IV: TRAILERS

1.         No trailers shall be used as a permanent dwelling. Any person(s) residing in a trailer for more than 90 days in one calendar year shall be in violation of this paragraph. Any person(s) in violation of paragraph 1of this section, prior to adoption of this Ordinance, is exempt from the same.

2.         Wastewater, refuse and garbage shall be disposed of in such a way as not to create a nuisance or health hazard.

SECTION V: Mobile Home Parks

1.         No person or firm shall establish or operate a mobile home park within the limits of the Town of Bradford without a permit from the Board of Selectmen.

2.         Any application for such a permit must be made to the Board of Selectmen, accompanied by a written description and map showing the proposed location of the park, the lot layout, the water supply and sewage disposal systems, garbage and trash disposal plan, drainage, street layout, construction and location of utilities.

3.         Any mobile home park must meet or exceed the following standards:

(a)                  Each lot must contain not less than 15,000 square feet and shall have a frontage of at least 100 feet on a public or private street.

(b)                  All private roadways shall be 24 feet or more in width if off-street parking areas are provided. If off-street parking is permitted, said roadways shall be a minimum of 40 feet in width and roadway shall be unobstructed at all times to allow passage of emergency vehicles. All roads will be well drained, adequately graveled, and hard surfaced or paved. All dead-end roads shall have a turn- around.

(c)                  No lot shall contain more than one mobile home.

(d)                  Each lot corner shall be clearly marked.

(e)                  Front and rear yard setbacks shall be at least 25 feet. Side yard setbacks shall be at least 15 feet. No mobile home shall be located closer than 100 feet from any property line bounding the park.

(f)                   The area of the mobile home park shall be large enough to accommodate the designated number of spaces necessary, streets and roadways, sanitary water and sewage disposal systems and a recreational area.

(g)                  Sanitary facilities must meet, or exceed, all applicable standards of the State of New Hampshire Water Supply and Pollution Control Commission.

(h)                  No other type home shall be located in a mobile home park.

(i)                    All mobile home parks shall be kept properly and adequately lighted at all reasonable times, so that the grounds shall be safe for occupants and visitors.

4.         ???Before any permit for a mobile home park shall be issued the Town Planning Board shall recommend to the Board of Selectmen the approval or disapproval of the proposed mobile home park.

SECTION VI: MOBILE HOMES

1.         Only legal residents, or property owners, of the Town of Bradford may place a mobile home in the Town of Bradford, other than in a mobile home park.

2.         All mobile homes placed outside of a mobile home park must be situated on a minimum lot of two (2) acres and shall have a frontage of at least two hundred and fifty (250) feet on a public or private street.

3.         Paragraphs 3c, 3e, and 3g of Section 5 above apply to this section.

SECTION VII: EXCEPTIONS

Nothing in this Ordinance shall be constructed to prohibit the storage of any trailer or mobile home when said trailer or mobile home is not used for living or sleeping purposes. Existing mobile home parks are permitted to operate if they obtain a permit. If they expand, the expansion must conform to this Ordinance.

SECTION VIII: UNREGISTERED VEHICLES

Unregistered vehicles are prohibited in Trailer or Mobile Home Parks.

SECTION IX: PENALTY

Any person, association, or corporation violating any of the provisions of this Ordinance or otherwise refusing to comply with the provisions of this Ordinance shall be subject to a fine of not more than ten dollars (10.00) for each day such violation or neglect or refusal exist or remain uncorrected.
