Planning Board Minutes 05.25.21

The meeting was called to order at 7:03 pm

Members Present: Pam Bruss ( chair), Carol Troy ( vice chair), Mel Pfeifle ( Selectmen’s Rep), Carol Meise ( via zoom), Doug Troy ( seated at 7:05)

Members absent: Laurie Colburn, Tom Dunne, Steve Chase( alternate), Sonny Harris ( alternate), Katie Olohan (alternate)

Public present: Erik Hagstrom, Ray Critch

Continuation of Public hearing for lot line adjustment for map 3 lot 74A and 74B Martin Chivers.

Public hearing called into session at 7:05

Pam spoke with the NH Municipal Association and was told that since this was a very straightforward simple lot line adjustment a public hearing was not necessary.
A resubmitted set of plans as well as a deed description was presented.
Revisions to the site plans that had been previously submitted : 1) culvert label added, 2) existing log area noted on site plan, 3) when bridge was rebuilt on Breezy Hill Road easements were adjusted

At 7:15 Carol Troy made a motion to accept the application as complete with the condition that the log area be removed from the plan.

Appearances:

Erik Hagstrom for preliminary discussion of a subdivision map 9 lot 33

Land is 75-98 acres on Alder Plains Road. 2800 feet of road frontage on a Class VI road. He is interested in subdividing into 3-4 lots. The land is in current use and a wetlands survey has not yet been done. He would like to sell and have buyer able to put a home or seasonal camp on the land. There are currently 3-4 houses on the road now.

Pam asked how would there be access to the lot? Access would be off of East Washington Road onto Alder Plains Road. Road has been upgraded with culverts and crushed stone.

Pam read Bradford subdivision rules on Class VI rods : section 7 A6 article 3A 1B

Erik would be looking for a special exemption so that he would be able to subdivide since he would like to build. According to our rules the only use of this land would be a woodlot.

Mel asked if he would be able to build if he upgraded to Class V road standard? Mel asked if the land was in a floodplain? Pam asked if it was wetlands?

Mel offered several ideas of the possibility of conservation groups that might be interested in the property.

Brett Barselle was the next scheduled appearance but has asked to be on the agenda for the next meeting.

Pending: Town Masons building use.

It was discussed that the Select Board can request a waiver for site plan review since the proposed use would be temporary.

The Planning Board can request details of the proposed plan including parking, ADA, etc.

Mel said that the proposed use would be an economic driver for the town. It was discussed how best to move forward.

Pam will email the Select Board requesting the Select Board and Planning Board meet to discuss the possibility of a waiver for a site plan for the temporary use.

Next meeting: Matt Monahan from Central NH Regional Planning Commission will discuss ERZ zones.

Pam relayed information from the Municipal Technical Assistance Program. It is funded by the NH Housing Committee. There are possible funds available to research and determine our future housing needs.

Pam will request the the Bradford Economic Development Committee appear at a future Planning Board meeting to relay what they have been working on.

Next meeting: discuss the table of uses.

Other communications: current Planning Board secretary Aimee will be taking a break from her duties for 2 weeks.
