Call to Order and Roll Call:

Marcia Keller, Chair called the meeting to order with Phil LaMoreaux, Vice Chair, Don Jackson, John Greenwood, Mark Keith, Erich Caron, Jim Bibbo, Alternate, Caryl Walker, Alternate, Steve Chase, Alternate and Marge Cilley, Secretary present.

Review and Consideration of May 14, 2013 minutes:

Motion was made by Phil LaMoreaux, Vice Chair to approve the minutes as written.

Mention was made of edits made to these minutes earlier regarding O E Trucking.

Don Jackson seconded. Motion carried 6-0.

Bruce Edwards – Pleasant Valley Road – Map 7, Lot 26 – Public Hearing Continuation:

Bruce Edwards came before the Planning Board regarding his Gravel Pit expiration dates.

Marcia Keller read the following received from Mary Pinkham-Langer

The coordination of having the local permit expiration date the same as the DES “update” is a suggestion that I often recommend. The property owner has to provide updated plans to DES …. so it works well. The only thing that you would want to do is to make sure that you continue to have “pit” inspections. It is recommended that this be done yearly. Waiting 5 years or 3 years is way too long …. it doesn’t take long to have an individual excavate beyond what was originally approved. If I can be of further assistance, please do not hesitate to contact me.

Marcia Keller also stated that she had contacted Conservation Commission to see if they might be in a position to do that. Their May 21st meeting minutes stated there are currently four sand and gravel pits in Bradford each required annual inspections by knowledgeable individual who can estimate how much material has been removed. Brooks McCandlish has volunteered to do the inspections.

Marcia stated that the Planning Board could put information together showing different pits with expiration dates for the permits to pass by the Selectmen so everyone is on the same page. Bruce Edwards stated he would like to be present when a meeting is scheduled. The Planning Board would like a copy of the annual inspection, which has not been done at this time.

The members were presented supporting documents for both of the pits being discussed. Department Heads responded to the Public Hearing notice.

Phil LaMoreaux, Vice Chair questioned if it would be feasible to extend the permits four years, so that everything would coincide on the 5th year with DES? The regulations would then be looked at to extend them to five years. Bruce Edwards felt this would be fine. A Public Hearing would have to be set up after a new draft has been set up by the Planning Board.

Motion was made by Phil LaMoareaux, Vice Chair to accept both applications as being complete. It was stated that copies of DRA and DES reports would be very helpful to the board. Erich Caron seconded. Motion carried 6-0.

Motion was made by Phil LaMoreaux, Vice Chair to approve the Gravel Pit Application as submitted by Bruce Edwards for pit # 4770A and for pit #8036, with both permits being granted until 2017, extending to four years. Seconded by Don Jackson. Motion carried 6-0.

Conceptual Consultation:

Brad Morrow, 57 Crittenden Road Map 18, Lot 28 came before the Planning Board, and represented by Michael Seraikas, Beaver Brook Environmental Consultants regarding moving the existing cottage back from the lake at Massasecum, and enlarging it a bit. A map was provided showing what is there and what is proposed. Mr. Seraikas was advised a Building Permit Application would be the first requirement, followed by a Variance from the Zoning Board of Adjustment if not conforming.

Martyn Chivers – 10 Breezy Hill Road – Continuation of Site Plan Public Hearing-Map 3, Lot 74A & 74B:

Jon Warzocha, Horizons Engineering represented Mr. Chivers and informed the board that an application has been submitted to DES for a solid waste permit. A Junk Yard Permit has been received, and solid waste operator’s license has been received. A steel screening fence by the river has been installed with Hemlock trees planted on the highway side of the fence, with a ditch on the inside of the large rocks being used as a natural barrier Lot Line Adjustment will be coming into the board.

The 440 feet does need to be changed to 450 feet on the plans.

Much discussion took place, and Mr. Warzocha advised he would like any discussion tonight so they may be completely prepared for the next meeting on July 9, 2013 as their final meeting with the board.

A copy of the Storm Water Protection Plan will be presented for observation as requested by Phil LaMoreaux.

One of the main concerns of the board is the containment of the area, with no creep possible and Marcia Keller asked if they could bring in a map high lighting just the Vehicle Recycling area, apart from all the other activities in that whole tract. It was stated that inspections or reviews can be done.

Jon Warzocha reiterated the following conditions the board will want for next meeting:

As built survey once the facility is constructed-with the exception of the back area being built later on. Just Phase I area.

Pins that have been set.

Best Management Practices followed as required by the ZBA and conditions of Special Exception. Phil LaMoreaux requested they all show on the Plan.

Greenyard Program enrollment once the facility is up and running and inspection can be accomplished.

Updated SWPPP will be provided. Lot Line Adjustment with mylar will be forthcoming.

The continuation of the Martyn Chivers Site Plan Public Hearing will be on Tuesday, July 9, 2013.

Jon Warzocha advised the revised Application package for the new Lot Line Adjustment should be received by the board this week, and the Secretary will be advised when it is sent.

Joint Meeting/Hearing with Planning Board and Zoning Board of Adjustment on June 25, 2013:

There will be a joint meeting of the Planning Board and ZBA for two who wish expedited decisions and approvals of their projects.

Rob Messer, West Meadow Stables, West Meadow Road, Map 2, Lot 48 to build an 80 x 180 foot indoor riding arena and a 72 x 60 foot stall barn, requiring a Site Plan and a Special Exception.

John Gioldassis/Pizza Chef – 101 East Main Street, Map 17, Lot 62, for an off Site Sign, requiring Site Plan and Special Exception and Variance.

CIP Update:

Phil LaMoreaux, Vice Chair advised the CIP met last week and assigned members with the Departments that need to be contacted. Their next meeting will be June 12, 2013 at 5:30pm.

Any Other Business:

Erich Caron is scanning in old minutes and has adjusted the tri-fold that is being worked on. Thank you Erich.

Building Inspector notification of Doug Jackson letter to Selectmen for approval.

Letter to Bradford Market regarding amount of work already done, and once bounds are set, mylar should be filed.

Request for escrow refund to Industrial Tower and Wireless to Treasurer.
