TOWN OF BRADFORD

SELECTMEN’S MEETING

AUGUST 19, 2013

5:30 PM

The Pledge of Allegiance was said.

Call to Order and Roll Call:

John Pfeifle, Acting Chair called the meeting to order at 5:30pm with Sonny Harris, Marilyn Gordon, Treasurer, Cheryl Behr, Administrator, Marge Cilley, Secretary present. Harry Wright, Chair was absent.

Erica Gross, Town Clerk:

Erica Gross came before the Selectmen to discuss the Credit and Debit Card which they have been researching and can be used for Taxes, Vehicle Registrations, Dogs, Fishing as well as Vitals. The cost would go against the Town Clerk Equipment Account. This would be a swipe machine. There would be no charge to the town, but would come from the customer. For the vehicles registrations, this would need to be switched from two accounts to one account, and broken out for the State portion. Most towns are already using this service.

The Selectmen agreed that this would be a good idea.

Ruth Marden – Lake Massasecum Association – French’s Park Ramp and Milfoil:

Ruth Marden stated that the entrance to the Boat Ramp is real bad and questioned if the Highway department could look at this, and do some patching or grading?

Ruth Marden introduced Dave Gaudes regarding Milfoil which he indicated is very bad with many mature plants. Mr. Gaudes had a picture of a very large plant found in 14 feet of water. A diver must be certified to be able to dive to pull the milfoil or there could be a $2,000 fine. Dr. Rice motivated divers and many volunteers to pull the plant. It was also stated that if the lake becomes overcome with milfoil the standard assessments drop about 20%. There is one contract diver, and so far 65 hours of volunteer pulling and have 141 gallons of milfoil pulled which goes to the dump to the burn pile.

John Pfeifle stated that if there is some major undertaking, the town would be willing to help keep the lake clean. Mr. Gaudes advised many of the divers do not have their own scuba gear.

Another concern is the house numbering on the lake side of homes, as the town now has a rescue boat.

Mention was made that the West Shore Lane sign has been ordered.

Mary Keegan Dayton suggested moving the Handicapped porta-potty at French’s Park closer to the other one next year as it is too close to the lake currently. It was also questioned if the Selectmen will look into having the town highway crew clip the buffer once a month at the park.

Eileen Kelly – Town Hall Restoration Committee:

Eileen Kelly stated that the Town Hall Restoration Committee has chosen a Design Build method with a Construction Manager who talks with the Architect. This method can still bid out to local contractors. A list of Construction Management Services dated August 15, 2013 from North Branch Construction was handed out to the Selectmen.

It was also stated that the total cost prior to Town Meeting is $10,000. A Grant is being applied for from N H Preservation Alliance for $4500. with $5,500 being needed for a match.

Motion was made by John Pfeifle to accept Jim and Mike Bruss’ volunteering as Clerk of the Works. Seconded by Sonny Harris. Motion carried 2-0.

Motion was made by John Pfeifle to change method of construction to Design Build on

August 15, 2013. Sonny Harris seconded. Motion carried 2-0.

There will be a meeting with North Branch Construction on Old Turnpike Road in Concord on August 21, 2013 at 3:00pm. John Pfeifle volunteered to attend as did Dick Keller.

LCHIP Grant is being worked on and Eileen Kelly handed out papers that need to be signed right after Labor Day. $200,000.00 is being applied for. Also, another paper to be signed by the Selectmen is an authority for Eileen Kelly to sign the form.

Criteria Guide Line is on line, and Eileen Kelly will forward to Cheryl who will forward to the Selectmen. September 6th is the submission date.

Regular Business:

Perry Teele advised he will check on a tree on the Tillie Wheeler Trail tonight.

Deeds for signature were received from Mr. Moreland and Michael and Claire James for two parcels. Mrs. James requested a copy of the Deed.

Quitclaim Deeds were signed for Map 17, Lot 48, Map 17, Lot 49 and Map 5, Lot 25.

A Planning Board Letter was received by the Selectmen to request the Code Inspector check on signs at Dunkin Donuts and Douglas Jackson’s Site Plan. John Pfeifle advised he will be in contact with Mr. Jackson. Also Walter Royal, Building Inspector will be asked to check on some property at French’s Park area.

The Highway Department is clearing around bridges and would like to have a boat to use. It was stated that the Massasecum Lake Association has a 12 foot boat that could be lent to the town with a two day notice from the Road Agent, Barry Wheeler.

FEMA update advised end of budget is September or October and is when funds will be dispersed.

Howlett Road was discussed and it was stated that it is no worse than many other roads in town.

Re-signing of Trust Document letter:

Re signing of Trust Document was signed by the Selectmen.

Letter to Gurney regarding condition of building on corner of Old Warner Road:

A letter was signed by the Selectmen to the owner of the building on the corner of Route 114 and Old Warner Road. John Pfeifle stated there is some thoughts and actions regarding purchasing the property and removing it, by a non profit group.

Meg Ames will receive a copy of the letter to the property owner as requested.

Accounts Payable and Payroll manifests were reviewed and signed.

August 12th minutes were not approved.

There being no other business, meeting adjourned at 6:30pm
