Board of Selectmen Meeting Minutes

September 14, 2015

Pledge of Allegiance

Meeting called to order at 5:30pm

Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Harry Wright, Selectman

The Selectmen somberly acknowledged the recent passing of former Bradford Police Officer Stephen Olson.

Appearances

1. Dave Gaudes was present on behalf of the Lake Massasecum Improvement Association to thank the Selectmen for their support and acknowledge the great success of the Lake Host program and “Adopt a Highway” program. Stated that in 2014 the milfoil was treated twice and 164 gallons of milfoil were removed from the lake. In 2015 no treatments were necessary and only 54.875 gallons were removed.

– Selectmen thanked him for his report and for the efforts of the association and all other volunteers.

2. Dave Eckman of Eckman Engineering was present to discuss the QBS (Qualified Based Selection) process as it pertains to bridge repair work in Bradford. Pointed out it is possible to follow the QBS process without going through the Bridge Aid Program. Stated he has a plan to repair the Water St Bridge within a 2 week time frame. Gave pros of having a staff engineer: if staff engineer is qualified for a special project the town can still be reimbursed without incurring the high engineering costs often associated with bridge work. Stressed the importance of advertising the QBS process prior to getting an estimate for comparability.

– Selectmen asked several questions and thanked him for his time.

Regular Business

  1. Pole licenses for public service signed by Selectmen.
  2. Appointment of new Bradford Police Officer, Kevin Faria, signed by Selectmen.
  3. Intent to cut for Savage (Map 2-13), Mock (Map 2-29) and Sayre (Map 3-59) signed by Selectmen.
  4. Timber tax warrant signed by Selectmen.
  5. Town Administrator asked Selectmen to come up with budget goals for letters to department heads.
  6. There is a Selectmen’s meeting with Selectmen from surrounding towns scheduled for Monday, September 21, 2015 at 5:30pm to discuss shared services opportunities.
  7. Review of Naughton contract is contractually scheduled for November. Selectmen expressed their happiness with current services provided.
  8. There is currently a Selectmen’s meeting scheduled for Columbus Day (October 12, 2015) which needs to be rescheduled. Selectmen will revisit at next meeting.
  9. Selectmen gave report on the meeting with the Lake Association and Army Corp of Engineers rep regarding water run-off and other issues. Advised that the Army Corp of Engineers Rep said the lake is at an acceptable summer low level.
  10. Red Cross has requested a budget appropriation of $761.30. Selectmen will include in budget review.
  11. Lake Association bill comes to $0 after appropriations.
  12. Town administrator advised if the board would like to apply for Highway Safety grants a Highway Safety Committee needs to be formed with representatives from the Fire Dept, Highway Dept, Police Dept and Board of Selectmen. -Motion made to reestablish the Highway Safety Committee. Voted 3-0.
  13. Personnel evaluations will be conducted before the end of the year.
  14. Public Hearing for Breezy Hill Rd Layout scheduled for September 28, 2015 at 5:30pm.
  15. Town Hall donation of $75 received and accepted by Selectmen.

Pending

  1. Autocraft Update: Chair advised that Wilcox is currently in jail and while the Selectmen are still unhappy with what is on Rte. 114 they cannot enforce under the circumstances.

Accounts Payable and Payroll Manifest reviewed and signed.

Minutes of August 24, 2015 meeting were reviewed and accepted with no edits.
