Board of Selectmen Meeting

September 19, 2016 Minutes

Pledge of Allegiance

Meeting called to order at 5:30pm

Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Jim Bibbo, Selectman

Karen Hambleton, Town Administrator; Marilyn Gordon, Treasurer were in attendance

Appearances

Fire Department: Given the drought situation, the Fire Department wanted to remind the Selectmen that they cannot back fill wells. The Fire Dept. also suggested that the water sources in all town buildings be tested: Library, Town Hall, Community Center, Highway etc. It was also mentioned that is it very important that town residents take extreme caution with all fires and flammable material because of the drought.

Engine 4: The Fire Dept has run out of room to store Engine 4 due to the washer and dryer installation. The Highway Dept has expressed interest in the truck and the Fire Chief asked if that was an option that could be presented at the Fire Dept meeting. The Board stated that they will support whatever the Fire Dept vote decides.

Regular Business

  1. Town Hall Update: Still waiting on heating. John has a connection that can get us a furnace at whole sale cost. Sal Magistro looked at the heating situation and said that he would be able to connect the new furnace and do the ductwork for $6,500 or less. Motion to hire Sal for the job, Vote 3-0. Karen informed the Board that it will cost $1,900 to install the ADA door opener on the Town Hall.
  2. Historical Society: Karen received an email stating that the Historical Society has started work on phase 1 of their project with the concrete foundation. They are requesting to have the $85 building permit fee waived by the Board. The Board wanted to make certain that the location of the concrete foundation and building was outside the setback needed to launch fireworks on July 4th. Karen will reach out to the Historical Society and the Fire department to work through this.
  3. Measurer and Lister quote: The person who fills this position would need to be trained and maintain certifications. To have our current contracted assessor take care of this would cost approximately $6,000. This would get folded into the figure budgeted for him next year. The Board voted 3-0 to have the assessor complete these tasks instead of hiring separately.
  4. Bement Bridge Contract: The Board asked that Karen send the current revisions of the contract back to the Town attorney for review, and the Board will support whatever the attorney’s decision is.
  5. Board signed the Huckleberry Contract for the Town heating with Warner.
  6. Board signed the Junkyard Permit Renewal for Max Enterprises.
  7. Board signed the Health Officer recommendation for Bruce Edwards to fill this position.
  8. Board Signed the Timber Tax Warrant-Map 18/Lot 31
  9. Board signed the Timber Tax Warrant- Map13/Lots 19&22
  10. Board signed the Timber Tax Warrant- Map 4/Lot 33
  11. Board signed the Current Use Penalty Tax Warrant- Map 4/Lot 28
  12. Board signed the Property Tax Exemption Forms (2)
  13. The Board accepted a $50 donation for the Town Hall Restoration
  14. John wanted to mention that the elections went very smoothly in the Town Hall and that many Town residents made positive comments on how great the Town Hall is looking
  15. TAN line of Credit: Karen is working with the bank to increase the TAN limit.

Accounts Payable and Payroll Manifest reviewed and signed.

Minutes of September 6, 2016 meeting were reviewed and accepted with no change.

The next Selectmen’s meeting will be held on Monday, October 3, 2016 at the Town Hall.
