Board of Selectmen Meeting Minutes

September 28, 2015

Pledge of Allegiance

Meeting called to order at 5:30pm

Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Harry Wright, Selectman

Public Hearing on Highway Rd Layout on Breezy Hill Rd opened at 5:30pm

Bridge layout discussed. A temporary bridge will be in place prior to beginning construction. The new bridge will span 88ft (the current bridge spans 30ft), however no dredging is planned.

Motion made to accept the road layout plans and proceed to put it out for bid. Voted 3-0.

Appearances

  1. Marcia Keller gave update on Town Hall Restoration Oversight Committee. Proposals for town hall will be presented to Selectmen by October 13. Goal to put out request for proposals (RFPs) in early November once LCHIP is defined. Fundraising committee is exploring a grant for handicapped access. Last report from RHC put amount raised at 39K. Chair thanked M. Keller for coming in.
  • Town Administrator will pull information on capital projects at Chair’s request.

Regular Business

  1. Pole licenses signed by Selectmen, last meeting only the first page was signed
  2. Personnel action form signed for new police officer, Kevin Faria.
  3. MS535, financial report for DRA, signed by Selectmen
  4. Letter from D. Gaudes, of Lake Massasecum Improvement Assoc., requesting $6000 for 2016 Lake Host program read to record. (Vs. the $5000 received in 2015.) Chair suggested a copy of letter be sent to Budget Committee. The overall budget needs to be reviewed before saying yes or no. A copy of the letter will be kept by the Selectmen.
  5. Road Agent gave previous estimate of 62K for maintenance of Forest St. Selectmen discussed and asked Town Administrator to research cost of making Forest St one-way or one-way seasonally.
  6. ITW Tower discussed. Fire Chief advised the tower is only being used by the Merrimack County Sherriff’s Dept. Chair proposed the board write a letter to ITW inquiring to the tower’s status.
  7. Letter from Town Clerk detailed modification to wording of lien filing.
  8. Selectmen signed Intent to Cut for Map 2-100
  9. Selection process for design firm for Bement Bridge will go out, an ad will be placed in the November Bridge.
  10. Letter from Jim Bibbo received asking the town to donate gravel for the Tilly Wheeler Trail. The labor will be covered by volunteers. Motion made to donate gravel with volunteers doing the work. Voted 3-0.
  11. Budget letters to dept heads are going to be sent out. Chair advised the Transfer Station and Police Dept agreed to reduce their remaining 2015 budgets. Highway Dept is looking into a supplementary heating system to help remove ice from trucks- discussed the possibility of funding through expendable trust fund.
  12. Request for proclamation supporting World Pancreatic Cancer Day read to record. Motion for the town to so proclaim support for World Pancreatic Cancer Day, Friday, November 13, 2015. Voted 3-0.
  13. Meeting scheduled for October 12 has been moved to Tuesday, October 13, 2015 at 5:30pm. Proposals for Breezy Hill Rd Bridge will be opened October 13, 2015 at 3:30pm.
  14. Chair gave report of Joint Selectmen meeting held with Selectmen from Warner and Sutton on September 21, 2015. (Newbury Selectmen did not show up to meeting.) Selectmen discussed potential for shared services including Building Inspector, Insurance, Transfer Station and Police Dept. next Joint Board meeting is scheduled for November 9, 2015. Town Administrator will send a letter to Newbury inquiring about why they did not show up and if there is interest.
  15. 3-yr service contract agreement with Physio Control for Rescue Squad reviewed. Motion to approve agreement. Voted 3-0.
  16. Selectmen discussed procedure for getting a variance to put a shed within the “no building” diameter required for fireworks displays.
  17. DRA Mini-Course on Current Use Criteria & Rules will be held October 20, 2015 in Bennington, NH. Registration required.
  18. Town meeting is scheduled for Wednesday, March 9, 2015 at the Bradford Elementary School.

Pending

  1. Autocraft Update: Wilcox is still in jail. Attorney will continue presenting the town’s case.

Accounts Payable and Payroll Manifest reviewed and signed.

Minutes of September 14, 2015 meeting were reviewed and accepted with no edits.
